Role Overview

This position is for an Oracle Project Manager focused on EPPM within a customer-side assurance function. The role is based in Dubai, UAE, and requires on-site work. It calls for more than 14 years of experience, with immediate availability to 15 days’ notice preferred.

What the Role Does

The Functional Assurance Lead acts as the customer’s independent authority for Oracle Project Portfolio Management, Project Controls, Unifier, Cost OS, and related cost management capabilities. The purpose of the role is to verify that the Oracle Cloud solution delivered by the implementation partner aligns with the customer’s operating model, governance expectations, business needs, and long-term sustainability objectives.

The role is intentionally separate from the Oracle implementation partner and any managed service providers. It is designed to provide objective review, challenge, and oversight so that the customer’s interests remain protected throughout the transformation program.

Experience and Domain Background

The role requires senior-level functional expertise in Oracle PPM Cloud, Oracle Project Costing, Project Controls, or Oracle Unifier. A strong background in project governance, cost control, capital projects, financial tracking, portfolio management, and delivery frameworks is essential.

Assurance and Oversight Expectations

The selected professional should be comfortable working from the client side and independently assessing partner deliverables. The role includes functional assurance, risk spotting, design validation, and solution review.

Business and Technical Understanding

Good knowledge of data models, integrations, master data structures, approval workflows, financial controls, and reporting systems is needed. Exposure to wider enterprise environments such as Microsoft 365, ERP platforms, procurement systems, and data platforms is also valuable.

Core Professional Strengths

The job calls for strong analytical ability, structured problem-solving, and clear critical thinking. The person must communicate effectively, manage stakeholders well, and interact confidently with senior leadership while still building collaborative relationships.

Preferred Background

Oracle Cloud certifications in PPM, Costing, or Project Controls are preferred. Prior experience with large Oracle Cloud transformation programs is an advantage, as is hands-on exposure to migrations from Clarity PPM to Oracle PPM.
