Job description
Role overview
This position is for an Offshore HSE Superintendent 1 supporting Ruya Batch 1 construction activities offshore in Qatar. The role sits under the Worksite CSR and Package HSE Lead and is expected to set the standard for HSE behaviour while helping put HSE requirements into practice across the assigned area.
The role also supports the offshore coordination of EPCI(C) contractors by strengthening each package team and assisting with the preparation, readiness, and execution of offshore work.

Mobilization date: 1 August 2026
Demobilization date: 31 December 2026
Core responsibilities
The superintendent leads HSE execution for the project area and is accountable for maintaining a strong safety culture across offshore construction activities.
- Lead the HSE team and actively drive the project HSE policy, including Incident Free +, Life Saving Rules, and related objectives.
- Oversee daily construction HSE supervision on site.
- Place particular attention on scaffolding, work at height, lifting and rigging, and confined space entry activities.
- Coordinate and manage HSE supervisors working on site.
- Maintain high visibility in the field and demonstrate safety leadership through daily actions.
- Communicate project HSE policies clearly and consistently.
- Identify HSE gaps, step in when unsafe conditions are observed, and escalate findings as needed.
- Promote HSE as a top priority at all work locations.
- Join HSE meetings, training sessions, and inspections whenever required.
- Support construction and HSE teams in planning and executing critical activities.
- Work with the Head of Projects HSE to help deliver project HSE objectives.
- Ensure construction work complies with company values, procedures, standards, legal requirements, and good industry practice.
- Carry out routine health and safety inspections in line with company HSE expectations.
- Perform HSE audits as required by the contract.
- Confirm that work is done without risk to surrounding areas.
- Encourage continuous improvement in HSE performance during the construction phase.
- Maintain strong communication between the company and contractor teams.
- Prepare and deliver presentations and inductions.
- Organize HSE coverage for all activities at the contractor construction yard.
- Review construction documents for HSE implications in a timely manner.
- Manage HSE administration, including training, incident investigation, cause tree analysis, and reporting.
- Promote project HSE policies, safety observations, close-outs, and housekeeping standards.
- Track mandatory HSE training for company and contractor personnel.
- Contribute to bridging documentation for offshore campaigns.
- Support HSE communication sessions and workshops linked to the safety culture program.
- Ensure all site personnel use the correct PPE.
- Maintain robust control of simultaneous activities in the yard.
- Join risk assessment workshops and support mitigation planning.
- Identify risks created by operational changes and ensure management-of-change processes are applied.
- Lead and participate in toolbox meetings.
- Verify that environmental conditions are properly implemented and maintained during the construction phase.
- Take part in contractor emergency drills.
- Attend regular yard coordination meetings and report HSE updates across disciplines.
- Join hygiene and safety tours and report findings.
- Maintain professional and effective relationships with contractors while balancing flexibility and firmness to meet project HSE goals.
- Report KPI data, incidents, and other HSE-related matters to management.
- Perform additional duties assigned by senior leadership.
- Ensure all work at height is planned and controlled safely.
Education and certification
A bachelor’s degree in health and safety, NEBOSH IGC, or an equivalent qualification is required. H2S and TBOSIET certification are needed if applicable.
Experience
The role requires 15 years of professional experience.
