Overview
This role, reporting to the Vice President & Head of Corporate Real Estate Services (CRES), is the primary technical expert overseeing mechanical and building services engineering for IHH Healthcare Singapore's hospital network and affiliated business units. The position carries ultimate responsibility for the performance, reliability, compliance, and lifecycle management of mechanical systems critical to clinical operations, including air-conditioning and mechanical ventilation (ACMV), medical gas pipelines, steam and hot water systems, plumbing, vertical transportation, and mechanical fire protection.
Key Responsibilities
- Serve as the leading authority and expert on mechanical and building services systems such as ACMV, medical gas, steam, plumbing, lifts, fire protection, and specialized equipment across four hospitals, laboratories, and out-of-hospital units.
- Ensure environmental and ventilation standards in critical clinical spaces—operating theatres, ICUs, isolation and AIIR rooms, cleanrooms, pharmacy, CSSD, and endoscopy rooms—meet licensing, infection control, and regulatory codes.
- Govern medical gas pipeline system integrity, testing protocols, permit-to-work compliance, and competency for authorized personnel aligned with SS 620/ISO 7396 and hospital policies.
- Oversee water safety and Legionella control for cooling towers and water systems following NEA and PUB regulations.
- Lead mechanical engineering aspects of Parkway Life REIT infrastructure and asset renewal projects, including client briefings, technical specifications, design review, tender evaluations, site supervision, testing, commissioning, and post-commissioning defect management.
- Develop and update a multi-year asset lifecycle and capital replacement roadmap founded on condition assessments, criticality analysis, obsolescence, and reliability data.
- Enhance reliability and operational resilience of essential mechanical infrastructure by identifying vulnerabilities, establishing contingency plans, and conducting root cause analyses on incidents.
- Collaborate with hospital operations on energy efficiency and sustainability initiatives targeting chiller plants, ACMV optimization, building management systems analytics, heat recovery, and Green Mark certifications.
- Maintain stewardship over technical policies, design standards, preventive maintenance specifications, and contractual clauses within FM/IFM and national contracts in cooperation with the Contract Manager.
- Ensure all mechanical installations comply with relevant statutory and regulatory standards, including MOH/HCSA licensing, SCDF, BCA, MOM pressure vessel and lift regulations, NEA, and PUB requirements; support hospital technical and safety surveys.
Qualifications and Experience
- Bachelor's degree in Mechanical Engineering from an accredited institution; a focus on building services or M&E engineering is preferable.
- At least 8 years of relevant post-graduate experience in building services or facilities engineering, with 3+ years in healthcare, hospital or similarly regulated mission-critical environments such as pharmaceutical manufacturing, cleanrooms, laboratories, or data centers.
- Registration as a Professional Engineer (Mechanical) with the Professional Engineers Board Singapore is advantageous.
- Additional certifications including Fire Safety Manager (FSM), Singapore Certified Energy Manager (SCEM), and Certified Green Mark Professional (GMP/GMFM) enhance candidacy.
- Training in workplace safety and health (e.g., bizSAFE or WSH Officer) and authorization for medical gas systems is beneficial.
