Overview
The Lieutenant role at Centre County Government entails managing and supervising Corrections Officers within the facility, ensuring adherence to policies, procedures, and applicable laws. The position involves overseeing various aspects of inmate management, security, and staff training, while maintaining operational standards and responding appropriately to emergencies.
Key Responsibilities
- Ensure compliance with all facility policies, directives, and relevant laws by both self and staff.
- Lead, direct, and supervise the activities of Corrections Officers.
- Review reports for preparation quality, accuracy, and completeness.
- Provide comprehensive briefings to incoming Lieutenants and Corrections Officers regarding both routine and exceptional matters.
- Conduct ongoing staff training to maintain operational excellence.
- Verify accuracy and completeness of documents related to inmate commitments, releases, and transfers.
- Manage petty cash resources and prepare related financial reports.
- Ensure facility sanitation and security standards are consistently upheld.
- Provide situational counseling to inmates as part of non-professional support.
- Monitor and report on inmate behavior, personality changes, and program participation levels.
- Effectively intervene during crises following established procedures, ensuring prevention measures are in place.
- Respond decisively and calmly to emergencies, directing staff and requesting external assistance if needed.
- Conduct regular inspections to maintain staff vigilance and diligence within policy guidelines.
- Perform, receive, and verify inmate counts periodically.
- Process bail-related paperwork and payments when court offices are closed, forwarding documentation as required.
- Address inmate grievances, resolving issues at the initial level before further escalation.
- Oversee disciplinary procedures, supervise related reports and hearings, and act as chairperson for misconduct cases.
- Supervise inmate movements to enforce protocols and maintain security standards.
- Direct and document staff-conducted searches, including body, cell, property, and area searches.
- Observe visitors to prevent contraband introduction and inappropriate interactions with inmates.
- Manage and record any use of force incidents within the facility appropriately.
- Investigate staff and inmate concerns, report to administration, and recommend suitable actions.
- Provide recommendations for staff promotions, commendations, reassignments, and disciplinary measures.
- Offer daily feedback and conduct probationary and annual performance evaluations for subordinates.
- Engage daily with internal departments, external agencies, and community members.
Additional Duties
- Assist in escorting and transporting inmates when necessary.
- Participate in required meetings and training sessions.
- Update computer databases and maintain accurate records.
- Recommend updates and changes to facility policies and procedures as needed.
- Possibly lead specialized committees or teams such as Corrections Emergency Response, Emergency Operations Planning, Gang/Security Threat Awareness, Key Control, Property and Commissary Management, Inmate Grievances, or Program Review.
- May be assigned on-call responsibilities.
- Perform any other relevant job-related tasks as assigned.
