Job Overview
The Land & Property Administrator is the primary custodian of the company's nationwide land portfolio, responsible for maintaining a comprehensive and precise register of all land parcels owned. This role includes managing statutory payments, safeguarding title deeds, and proposing strategic development plans to optimize the value of vacant land. Close collaboration with the Surveyor/Land Manager is essential to capture institutional knowledge and ensure smooth portfolio management.
Key Responsibilities
- Develop and update a detailed land register (both physical and digital) for all company-owned parcels, including critical details like LR numbers, locations, sizes, tenure, registries, ownership, encumbrances, and current usage.
- Conduct site visits to confirm physical boundaries using GPS coordinates and boundary markers, verifying occupation and identifying any encroachments.
- Perform thorough official land searches through registries and the Ardhi Sasa platform to validate company-held documents and identify discrepancies.
- Detect gaps in titles such as missing or uncollected documents, outdated ownership records, and unregistered transfers, then devise and execute plans for regularization.
- Determine all statutory obligations per parcel, including land rates, rent for leaseholds, and other county fees. Verify and update payment statements from relevant authorities and seek waivers on penalties or interest where possible.
- Prepare annual budgets and schedules for statutory payments, ensure payments are processed correctly, obtain clearance certificates, and keep detailed records to prevent penalties.
- Secure original title deeds and related documents within a controlled filing system, track movement of original documents lent out to third parties, and digitize all critical records for electronic archiving and backup.
- Produce quarterly reports on title status and statutory compliance for management and the Board, highlighting pending cases and progress made.
- Work intimately with the Surveyor/Land Manager to document parcel histories, boundaries, and unresolved matters for knowledge continuity.
- Evaluate each vacant land parcel and prepare proposals for best-use development options such as residential, commercial, subdivision, leasing, agriculture, or joint ventures, supporting these with cost, return, risk analyses, and market research.
- Oversee approved development projects, coordinating consultants, securing all necessary statutory approvals, and ensuring compliance with procurement processes while monitoring timelines, costs, and quality.
- Implement strategies to protect idle parcels against encroachment, illegal occupation, and fraud through fencing, beaconing, caretakers, and regular inspections.
- Liaise with government bodies including the Ministry of Lands, National Land Commission, county governments, land registries, surveyors, and legal firms for land-related matters, disputes, succession, and documentation support.
- Carry out any additional assignments as directed by the CEO or Director.
Qualifications and Experience
- Holder of a Bachelor's degree or diploma in fields such as Land Administration, Land Economics, Real Estate, Survey/Geomatics, GIS, or related disciplines.
- Minimum of three years' relevant experience encompassing land administration, conveyancing support, land surveying, or real estate with proven interaction with land registries and county offices.
- Familiarity with the Ardhi Sasa platform and land registry search/registration procedures; basic skills in GIS and mapping highly desirable.
- Strong understanding of Kenyan land legislations, including but not limited to the Land Act, Land Registration Act, Physical and Land Use Planning Act, and county rating laws.
- Demonstrable high integrity and a clear record due to custody responsibilities over original ownership documents.
- Proficient in MS Office/Excel; knowledge of document management or property software such as Zoho is advantageous.
- Possession of a valid driving license with readiness to travel extensively across Kenyan counties.

- Timely and full payment of all land rates, rents, and fees with clearance certificates and zero penalties.
- Quantity and quality of development proposals generated and advancement of authorized projects on vacant lands.
- Accuracy and punctual reporting on title statuses and statutory requirements on a quarterly basis.
Salary and Contact
