Institutional Strengthening Specialist

Role Overview

This position focuses on improving the effectiveness of the implementing agency by examining its structure, procedures, and institutional setup. The role supports reforms that strengthen governance, service delivery, and overall organizational performance.

Key Responsibilities

• Evaluate the current institutional arrangement, organizational design, and day-to-day workflows of the implementing agency.
• Spot structural and operational weaknesses and suggest practical ways to improve effectiveness, governance, and service outcomes.
• Build and execute institutional strengthening and capacity-building plans for project stakeholders.
• Assist with restructuring efforts, defining responsibilities, improving delegation, and streamlining internal processes.
• Help draft SOPs, operating manuals, guidelines, and institutional policies.
• Create and conduct training sessions, workshops, and knowledge-sharing activities for utility personnel and other stakeholders.
• Support change management efforts so teams can adopt new systems, technologies, and working methods smoothly.
• Assess and propose enhancements in asset management, customer service, performance tracking, and utility operations.
• Set KPIs and put in place monitoring tools to help improve organizational efficiency.
• Work with project teams, government bodies, consultants, and other stakeholders to drive institutional reform initiatives.
• Prepare progress updates, training content, capacity-building plans, and institutional assessment documentation.
• Assist in digital modernization and transformation efforts within the utility, wherever relevant.
