The HR Services Manager is responsible for providing high-quality, compliant HR business partnering support to a varied portfolio of global clients, including embedded/reseller and HR consulting accounts. Acting as the main HR contact in Tanzania for employees, client representatives, and local partners, this role oversees the complete employee journey and ensures smooth coordination across HR activities.

This position suits someone with solid experience in Tanzanian employment law, practical HR knowledge, and confidence handling complex people issues in a global, fast-moving environment. The ideal candidate will take a proactive advisory approach, quickly identify risks, and recommend workable, compliant solutions.

Key responsibilities

The role covers HR advisory support across the employee lifecycle, from onboarding through to offboarding, along with guidance on performance management, compensation, promotions, and employee relations. It also involves contract preparation and document control, disciplinary and termination processes, payroll coordination, statutory filings, policy maintenance, risk management, stakeholder collaboration, reporting, audits, and process improvement.

Employment contracts and documentation

You will prepare, review, and maintain employment agreements and related paperwork, including amendments for salary changes, title changes, probation extensions, and renewals. All documentation must remain aligned with Tanzanian labour law and the client’s requirements.

Employee relations and compliance

The position requires handling disciplinary matters in accordance with Tanzanian legal standards, supporting terminations with full procedural compliance, and managing grievances, disputes, and escalations in a professional and effective manner. More complex legal issues should be escalated to senior HR or legal counsel when needed.

Payroll and HR administration

You will coordinate with payroll vendors to support accurate and timely salary processing, oversee statutory obligations such as PAYE and social security, and ensure employee records and other HR administration are maintained properly.

Risk, policy, and stakeholder management

Another key part of the role is ensuring compliance with Tanzanian employment regulations and internal policies, updating HR handbooks and process documents, and identifying risks before they become issues. You will also work closely with Legal, Finance, Operations, and Sales teams, guide client managers on HR matters, and maintain productive relationships with local partners and regulatory bodies.

Reporting and improvement

This role includes preparing HR reports, responding to client data requests, supporting audits and due diligence exercises, and suggesting process improvements that strengthen service quality and compliance.

What will help you stand out

A relevant qualification is important for this position. Suitable academic backgrounds include Human Resource Management, Industrial Relations, Business Administration with an HR specialisation, or Labour Law / Employment Relations. A diploma holder with at least 5 years of HR experience may be considered, or a bachelor’s degree holder with at least 3 years of relevant HR experience.

Professional registration with, or eligibility to register with, the Association of Human Resource Managers Tanzania (AHRMT) is strongly preferred.

You should also bring strong practical knowledge of Tanzanian labour law and HR compliance requirements, along with familiarity with international labour law and employment practices. Experience in Eastern Africa, especially Rwanda, is an added advantage, as is previous work in a multi-country, EOR, or consulting setting.

Personal strengths needed for success include strong communication and stakeholder management, discretion, ethical judgement, analytical thinking, problem-solving ability, the capacity to juggle multiple priorities, and a proactive, solution-focused attitude.
