Role overview

This position is based in Doha, Qatar and calls for a senior HR leader to oversee the country-level people agenda. The role focuses on aligning local HR execution with regional strategy, ensuring the workforce is structured to support business goals, and maintaining strong governance across all HR operations.

Qualifications and experience

Applicants should hold a graduation degree in any discipline, with an MBA in Human Resources preferred. A minimum of 10 years of experience in core HR functions within any industry is required.

Key responsibilities

  • Partner with the Area HRBP and business product lines to roll out HR strategy and confirm the organization has the right workforce to meet strategic targets.
  • Keep HR policies and systems evolving through continuous improvement, while staying aligned with best practices and organizational change.
  • Own and coordinate hiring across the country, making sure recruitment follows compliance rules, budget limits, and capability requirements.
  • Create and run a structured employee onboarding program that supports new joiners throughout their early months and beyond.
  • Work with regional and local stakeholders to review compensation structures and benchmark them so the company can attract, retain, and motivate talent.
  • Identify training and development needs, then arrange local learning programs to address skill gaps within approved budgets.
  • Execute employee development plans shared by the Regional HRBP and help ensure annual training targets are achieved.
  • Drive the annual performance review cycle and ensure it is completed in line with Regional HRBP guidance.
  • Coach managers on employee relations matters, including discipline, grievances, performance concerns, and attendance management.
  • Support integration efforts for BV Qatar entities so that common policies and working methods are applied consistently.
  • Contribute to organizational design initiatives and help ensure communication around changes is clear and effective.
  • Carry out regular audits across entities and confirm ongoing regulatory compliance.
  • Track recruitment-related HR KPIs each month and update management on any deviations.
  • Oversee day-to-day HR operations such as employee records setup, confirmations, separations, attendance and leave tracking, and file management.
  • Submit regional reports on time with accurate data.
  • Work toward improving employee retention within the entity.
  • Ensure full adherence to government requirements, including labor law and HSE obligations.
  • Serve as the local contact point for labor authorities and related government bodies.
  • Manage local HR and administration teams across the offices.
  • Collaborate with the business, product lines, and Regional HRBP to support financial and operational objectives.
  • Drive employee engagement activities, including the BVOCAL survey and other engagement initiatives.
  • Advise the entity on HR regulations and employment-related decisions.

Performance measures

  • Recruitment turnaround time should remain within target.
  • HRIS information must be updated accurately and on time.
  • Induction programs should be delivered within regional timelines.
  • Payroll should be closed on schedule.
  • All HR functions must meet regional compliance expectations.
  • Employee satisfaction should improve over time.
  • Attrition should reduce within the entity.
