Head of Program Management

About the Role and Team

eBay is looking for a leader to guide its Regulatory Initiative, a group focused on translating major regulatory changes into practical solutions for the business and its sellers. The team works across legal, tax, product, marketing, shipping, customer support, and government relations to design and deliver end-to-end responses that balance compliance, customer experience, and commercial priorities.

In this position, you will be accountable for a portfolio of high-impact regulatory transformation programs from planning through execution. You will partner closely with product, legal, communications, and operations teams to turn complex regulatory demands into clear, actionable program plans while helping reduce risk for the company and its users.

What You Will Do

• Lead an international team of regulatory program managers responsible for eBay’s response across 27 EU countries.
• Take ownership of strategic regulatory programs in the European Union and ensure they are delivered effectively with minimal impact on customers and operations.
• Develop scalable solutions together with cross-functional partners to address changing regulatory requirements.
• Provide strong coordination across functions, keeping stakeholders informed and aligned so that efficient solutions can be built collaboratively.
• Use data and market insights to design solutions that stay focused on customer needs and improve overall performance.
• Support the Director of EU Regulatory in shaping strategy and driving implementation.

What We Are Looking For

• At least 7 years of leadership experience in program management or risk management within corporate, technology, ecommerce, or consulting environments.
• Proven ability to run large, complex, cross-functional programs from strategy to delivery in uncertain and ambiguous settings.
• Experience making significant risk-based decisions under uncertainty by using structured decision-making and risk management approaches.
• Background in managing senior stakeholders across global teams and bringing different groups into alignment.
• Strong command of English; German is an advantage but not mandatory.
• Based in Berlin, Germany, with willingness to travel 10-20% as needed.
