About Jhpiego and the RISE Project

Jhpiego is a global non-profit health organization affiliated with The Johns Hopkins University. For over five decades and in more than 155 countries, it has supported efforts to reduce preventable deaths among women and families by providing technical assistance to Ministries of Health. Its work spans HIV/AIDS, maternal and newborn health, family planning, health workforce development, cervical cancer prevention, malaria, and IPC/WASH.

In Eswatini, Jhpiego is delivering the Reaching Impact Saturation and Epidemic Control (RISE) project, a multi-country U.S. Government-funded initiative focused on saving lives and improving health through evidence-based, integrated programming. RISE addresses critical gaps in life-saving services across all levels of the health system, supports the HIV/TB response, helps prevent and detect disease outbreaks through Global Health Security programming, and advances maternal, newborn and child health, nutrition, tuberculosis, and malaria services. Since 2019, the project has operated in more than 25 countries across Africa, Asia, and Latin America.

Role Summary

The Grants Officer will support the RISE Eswatini project by helping strengthen the financial management systems of Jhpiego-funded sub-awardees. Reporting to the Grants Manager, the role requires close coordination with sub-grantees across active awards and projects to ensure donor compliance, timely financial reporting, and ongoing capacity building for partner staff.

Key Responsibilities

  • Carry out pre-award reviews of prospective sub-awardees to confirm whether they are eligible for U.S. Government funding, including checks of their organizational, financial, and compliance arrangements.
  • Evaluate the technical and operational strength of potential partners to judge whether they can deliver the proposed work and meet the required milestones.
  • Review and validate compliance certifications, representations, and disclosures before award signing, while aligning with USG rules and internal policies.
  • Track and support corrective actions identified during the pre-award review process.
  • Coordinate the drafting, review, signing, amendment, and closure of Fixed Amount Awards, Technical Service Contracts, and other sub-agreements.
  • Make sure award files are complete and include all required pre-award documents, approvals, risk assessments, and compliance records before execution.
  • Monitor milestones and deliverables to support verification of outputs and processing of payments.
  • Review and reconcile invoices from sub-grantees during implementation and ensure payments are settled promptly in line with agreed terms and approval procedures.
  • For cost-reimbursable agreements, ensure periodic financial reports, bank reconciliations, and supporting records are submitted on time and accurately reflect activities.
  • Confirm that sub-grantee activities remain aligned with the contractual commitments and donor agreements governing each award.
  • Maintain orderly, complete, and audit-ready filing systems for each sub-grantee.
  • Assist internal and external audits by sharing complete award documentation and responding to audit questions.
  • Ensure observance of applicable USG regulations, including 2 CFR 200, as well as Jhpiego procurement and grants management procedures.
  • Check required certifications and registrations, including SAM registration, Unique Entity Identifier, terrorism financing certifications, debarment and suspension checks, and other donor-specific requirements.
  • Conduct regular field visits to sub-grantee offices for financial monitoring, supportive supervision, and compliance checks.
  • Report compliance concerns, risks, and observations from field visits to the Grants Manager on a regular basis.
  • Keep tracking tools updated for award progress, milestone completion, payment status, and contract performance.
  • Provide additional support to Jhpiego financial management activities as assigned by the supervisor.
  • Contribute to the improvement of grants and contracts tools, templates, SOPs, and checklists.

Required Qualifications

  • A bachelor’s degree in Business Administration, Finance, Accounting, or a similar field.
  • Three to five years of experience in grants management within donor-funded organizations; experience handling USG-funded grants is strongly preferred.
  • Solid understanding of donor compliance rules, including USG requirements and other international funding frameworks.
  • Working knowledge of ledger entries, bookkeeping basics, and bank reconciliation.
  • Familiarity with GAAP and internal control principles.
  • Strong computer literacy, especially with spreadsheets and/or accounting software.
  • Excellent attention to detail and the ability to interpret, apply, and explain instructions and guidelines accurately.
  • Strong interpersonal ability to work effectively with colleagues at different levels and with external partners.
  • Clear verbal and written communication skills, including the ability to present findings and analysis.
  • Ability to manage sensitive matters discreetly and maintain strict confidentiality.
  • High integrity and a strong professional ethical standard.
  • A cooperative, hardworking, adaptable, and reliable work style.
  • Fluency in written and spoken English; knowledge of siSwati is an added advantage.
