Evaluator

Overview

The Pala Band of Mission Indians seeks a full-time Evaluator for the Social Services Mobile Crisis Response Team/988 project based in Pala, CA. Reporting to the Program Manager, this role is pivotal in planning, carrying out, and managing evaluation, performance monitoring, quality improvement, data analysis, and reporting related to the Tribal 988 Project. The Evaluator ensures compliance with SAMHSA standards by tracking project outcomes, analyzing data, assessing participant and program effectiveness, and supporting grant reporting.

Key Responsibilities

• Develop and manage the evaluation plan and performance metrics for the Tribal 988 project.
• Create and maintain reliable data systems to facilitate accurate and punctual reporting.
• Analyze and report on project performance, participant results, referral processes, and utilization statistics.
• Track progress against grant objectives and performance indicators while monitoring program implementation.
• Lead Continuous Quality Improvement initiatives by identifying trends, gaps, and enhancement opportunities.
• Coordinate all required SAMHSA performance reports and participate in national evaluation efforts.
• Prepare periodic and final evaluation reports for Tribal leadership and funding bodies.
• Develop dashboards and summaries to aid project management decision-making.
• Evaluate behavioral health service usage, referral pathways, care continuity, workforce development, and partnership success.
• Conduct quality assurance reviews on documentation and data integrity.
• Collaborate with program and community stakeholders including schools, healthcare providers, and emergency responders.
• Provide training and technical guidance on evaluation procedures and data collection standards.
• Participate in audits, grant monitoring, and technical assistance engagements.
• Present findings to leadership and community partners maintaining strict confidentiality according to HIPAA and tribal policies.

Skills and Knowledge

• Expertise in program evaluation methods, research design, and CQI processes.
• Familiarity with SAMHSA requirements and federal reporting protocols.
• Strong analytical skills and ability to interpret quantitative and qualitative data.
• Experience creating evaluation reports and performance analyses.
• Excellent communication and presentation skills.
• Proficient with Microsoft Office, Excel, and electronic data management systems.
• Collaborative team player adept at managing multiple projects and deadlines.
• Understanding and respect for Tribal culture and values.

Qualifications

• Master’s degree in Public Health, Psychology, Social Work, Sociology, Public Administration, Statistics, Research, Evaluation, Epidemiology, or related field preferred.
• Bachelor’s degree with relevant experience in program evaluation or related areas is acceptable.
• At least three years’ experience in program evaluation, research, quality improvement, or federal grant management.
• Experience with behavioral health, public health, or Tribal programs is a plus.
• Familiarity with federal grant programs such as SAMHSA, HHS, HRSA, CDC, or DOJ preferred.
• Must pass pre-employment and random drug tests and agree to a drug-free workplace policy including marijuana.
• Background check, including fingerprinting as per Indian Child Protection and Family Violence Prevention Act, and DMV record check required.
• Valid California Driver’s License and clean driving record are mandatory.
• Indian Preference will be applied pursuant to the Tribe’s employment policy.
