Role overview

Gloucestershire County Council is hiring an Employer Adviser for the Adult Education Service in Gloucester. This permanent role sits within Connect to Work and plays a key part in linking people who face barriers to employment with employers who can offer suitable opportunities. The post is 37 hours per week, offers a salary of £30,024 to £32,597 per year, and closes on 17/06/2026. This position is not open to job share.

What the role involves

The Gloucestershire Employment and Skills Hub provides information, guidance and support around work and skills, working with partners and employers across the county. In this role, you will take an outward-facing, target-led approach to create job opportunities and improve long-term employment outcomes.

You will develop and maintain a pipeline of employers, take a consultative approach to business development, identify vacancies, understand employer requirements, and promote inclusive hiring. You will work alongside Employment Specialists to connect candidates with appropriate roles and help secure successful placements.

The role also includes account management after placement, supporting job starts and retention through practical guidance such as reasonable adjustments. You will use labour market information to target sectors, grow employer networks, and make the most of available opportunities.

A strong belief that work should be open to everyone is central to this post. You will help challenge assumptions, support individuals, and work with employers to create employment that is inclusive, sustainable and worthwhile.

About you

The council is looking for someone who is proactive, driven and confident in building relationships with employers. Experience in partnership work, business development, recruitment or account management would be helpful.

You should understand recruitment practices, employment processes, and the barriers that some people face when trying to get into or stay in work. The job suits someone who is comfortable working to targets, balancing several priorities, and delivering results.

Strong communication and interpersonal skills are important, along with the ability to build trust with employers, colleagues and participants. You should be organised, flexible, able to work independently, and contribute positively within a team.

Relevant professional or lived experience that demonstrates a commitment to helping people overcome barriers into employment will also be valued.

Working pattern and contract

This is a permanent full-time post working 37 hours per week. Hybrid working is available for most council roles, combining home and office-based working in line with service needs and personal choice. The council notes that this role is not open to job share.

Pay and benefits

Salary for the role is £30,024 to £32,597 per annum. In addition to pay, the council offers a range of employee benefits and development support.
