Role overview

This is a senior, director-level programme management role focused on finance change within the banking sector in Singapore. The position operates across finance, technology, and transformation functions to deliver strategic initiatives that improve financial systems, regulatory reporting, and operational performance. The portfolio includes major programmes affecting the general ledger, reconciliation, finance platforms, and compliance reporting.

What you will lead

  • End-to-end delivery of complex finance transformation work, such as system rollouts, process redesign, and updates to regulatory reporting for frameworks like Basel, MAS TRM, IFRS, and GST.
  • Ownership of the full programme lifecycle, from scoping and launch through budgeting, planning, risk control, governance, and final closure.
  • Collaboration with Finance, Risk, Technology, and Operations teams to ensure programme outcomes align with business priorities and regulatory obligations.
  • Management of vendor evaluation, contract discussions, and implementation delivery for finance systems such as SAP, Oracle, Axiom, and similar platforms.
  • Creation and leadership of governance forums, with regular reporting to senior executives, steering committees, and regulators where required.
  • Driving change adoption so that new finance processes and systems transition smoothly into BAU.
  • Leading and developing a team of project managers, business analysts, and technical leads.
  • Ensuring programmes remain compliant with internal controls, external regulations, and audit expectations throughout delivery.

What we are looking for

  • A bachelor’s degree in Finance, Accounting, Business, Information Technology, or a closely related discipline; an MBA or other relevant master’s qualification is an added advantage.
  • At least 15 years of experience in programme or project management in banking or financial services, including a minimum of 5 years on finance change work.
  • A strong history of delivering large-scale finance transformation programmes.
  • Experience managing budgets in the $5–10 million+ range and leading cross-functional teams of 20 or more people.
  • Good working knowledge of finance processes such as general ledger, accounts payable/receivable, tax, reconciliation, month-end close, and regulatory reporting.
  • Understanding of data governance, finance data structures, and integration approaches between finance platforms and core banking systems.
  • Excellent stakeholder management skills, including engagement with CFO-level leaders, Finance Heads, and technology executives.
  • Clear communication and presentation ability, with the skill to explain complex finance and technical topics in business-friendly terms.
  • Ability to work through ambiguity, balance competing priorities, and drive decisions in a fast-moving banking environment.
  • Strong capability in problem solving, negotiation, and conflict resolution.
  • Professional certifications such as PMP, PRINCE2, Agile credentials (SAFe or ScrumMaster), or CPA/CA are highly beneficial.

Preferred background

  • Prior experience in Finance Change, Group Finance, Tax Performance Management, or Treasury functions within a bank.
  • Exposure to data analysis will be considered an advantage.
  • Familiarity with visual reporting tools such as Tableau or Power BI for finance reporting.
  • Earlier involvement in regulatory programmes such as Basel IV, MAS TRM, or IFRS 17 would be a plus.
