Role summary

HM Revenue & Customs is offering an opportunity to join HMRC Valuation Office, the part of the organisation formerly known as the Valuation Office Agency. The team provides property valuation expertise for the public sector and helps ensure that more than £60 billion of revenue is collected for communities across England and Wales.

This position sits within the Council Tax team, where the focus is on accurate property valuation and banding to support local taxation. As a caseworker, you will contribute directly to the quality, speed, and effectiveness of council tax services while working closely with customers and colleagues.

The vacancy covers both Council Tax Band Challenge Caseworker and Council Tax Maintenance Caseworker work. It is a chance to develop technical understanding of council tax valuation, build stronger decision-making capability, and gain experience in a collaborative, service-oriented environment.

What you will do

  • Handle council tax casework using the Valuation Operating System, with training and support provided.
  • Carry out property inspections and prepare for and attend Valuation Tribunal work so service targets are met.
  • Communicate with customers in writing, by phone, and in person.
  • Apply current legislation, internal policy, and working guidance in all case handling.
  • After research and inspection where needed, attend Valuation Tribunal hearings as an expert witness representing the Listing Officer, either remotely or in person.

Working pattern and travel

This role requires regular travel. Once trained, you will be expected to travel weekly to property inspections across the country, alongside a mix of office attendance and home working. Some overnight stays may occasionally be required, though they are not a routine part of the job.

What we are looking for

HMRC is seeking people who are proactive, self-driven, and comfortable working with others. The role suits someone who notices detail, investigates information carefully, and uses strong analysis to reach sound, well-reasoned conclusions.

Essential requirements

  • Genuine interest in domestic property valuation and a willingness to deepen knowledge of council tax and Valuation Tribunal processes.
  • Strong research and decision-making ability, including the skill to use guidance and technical evidence and explain conclusions clearly.
  • Good prioritisation and time management, with the ability to track work against milestones and deliver results on time.
  • Confident communication with a wide range of customers and stakeholders through calls, face-to-face discussions, and written correspondence.
  • Working knowledge of Microsoft Office 365 applications, including Word, Excel, and Outlook, plus an eagerness to learn internal tools such as VOS.
  • Willingness to travel regularly for inspections and hearings, with flexibility to work outside normal business hours on occasion.

Desirable knowledge

A basic understanding of the HMRC Valuation Office council tax function is helpful, though candidates who are keen to learn more will also be considered.

Selection process

The recruitment process uses Success Profiles and assesses behaviours, strengths, and experience. Applicants must complete the first stage of the application and then take an online Casework Skills Test. Guidance is provided when invited, and the test must be completed by 23:55 on 09/07/2026; otherwise, the application will be withdrawn. Candidates who pass the test will move to the final stage, which must also be completed by the vacancy closing date of 09/07/2026.

At the application stage, candidates must submit a personal statement of up to 750 words explaining their suitability for the role, with particular attention to the essential requirements and person specification. The sift will be based on the personal statement. Interviews are provisionally scheduled for the week commencing 10/08/2026 and will currently be held via Microsoft Teams. Interview assessment will focus on the listed behaviours and strengths.

Benefits

The salary is £31,096, and HMRC contributes £9,008 toward membership of the Civil Service Defined Benefit Pension scheme. The employer contribution to the Alpha pension is at least 28.97% of salary.

HMRC offers flexible and hybrid working arrangements where operational needs allow, and colleagues are generally expected to spend 60% of their time in the office. Where the role permits and the home environment is suitable, home working of up to 2 days per week is possible, averaged over a calendar month or on a proportional basis for part-time staff.

Leave starts at 25 days per year and rises by one day for each year of qualifying service up to 30 days. Other benefits mentioned include family-friendly policies, personal support, and coaching and development opportunities.

Location and mobility information

Applicants must choose one base office from the advertised locations and may be assigned to the location selected in their preferences. For technical reasons, Wembley is listed as Harlesden and Canary Wharf is listed as Tower Hamlets in the system. Some locations are transitional sites, meaning HMRC expects a future move to another building under its location strategy and employee policies.

The transitional sites listed are Benton Park View, Newcastle, which will move to Pilgrims Quarter, Newcastle; and Civic Centre, Oystermouth Road, Swansea, which will move to Sandringham Park, Swansea. Further details will be provided at offer stage.
