Job description

Role overview

HM Revenue & Customs is hiring a Business Analyst to support major digital change programmes across government. This position is designed for someone who can help define business needs, validate requirements, and keep different stakeholder groups aligned so that the final solution is coherent, scalable, and focused on the customer experience.

The role blends business analysis with technical understanding and strong stakeholder engagement. You will need to convert complex technical ideas into clear language for non-technical audiences, while also making business needs understandable to technical teams.

The opportunity offers a healthy work-life balance, with the chance to work from one of the new Regional Centres and also remotely. Contract length will depend on the project, with potential for extension.

Your contribution will be important to the delivery of some of the largest digital and transformation initiatives in government.

Responsibilities

  • Capture, document, analyse, and validate business, user, functional, and non-functional requirements in line with HMRC standards throughout the discovery phase.
  • Work with architects, product teams, and operational specialists to define problem statements and influence early solution design across DPP workstreams such as Digital Format Design, Mailbox, Digital OptOut, Infrastructure & API modernisation, and SEES.
  • Use stakeholder interviews, workshops, user stories, use cases, and process maps to uncover and structure requirements.
  • Prepare clear business analysis outputs such as BRDs, FRDs, process flows, and related documentation.
  • Support collaboration with developers, testers, and architects to ensure requirements are understood and delivered effectively.
  • Manage stakeholder expectations, build productive relationships, and help resolve disagreements where needed.
  • Translate technical information for non-technical audiences and convert business needs into language usable by delivery teams.
  • Break down complicated issues and help shape early design options in a multidisciplinary digital delivery environment.
  • Apply strong process mapping skills, including current-state and future-state modelling.

Requirements

  • Demonstrable experience eliciting, documenting, and managing both business and technical requirements.
  • Strong analytical thinking and problem-solving ability, including the capacity to simplify complex processes and synthesize differing viewpoints.
  • Experience working with stakeholders across business, technical, and executive levels.
  • Confidence in running workshops, interviewing stakeholders, and facilitating discussions that lead to actionable outcomes.
  • Ability to produce concise, high-quality documentation and present findings clearly to both technical and non-technical audiences.
  • Comfort working in ambiguity and contributing to discovery and design activities.
  • Good understanding of IT systems, databases, and software delivery methods such as SDLC, Agile, and Waterfall.
  • Familiarity with modelling tools such as Visio, Lucidchart, or BPMN.
  • Desirable: knowledge of IT Service Management and/or ServiceNow workflows.

Employment is contract-based, with duration varying by project and possible extension. The role is available in the United Kingdom, with a hybrid setup that combines on-site work at Regional Centres and remote working.
