Role Overview
The Contracts Manager will lead government contracting and strategic commercial agreements across the transportation technology offerings. Reporting directly to the Chief Legal Officer, this pivotal role covers the entire contract lifecycle, from responding to complex government RFPs through negotiation, execution, and administration of contracts. The position is also responsible for establishing scalable contracting procedures, implementing Contract Lifecycle Management (CLM) tools, and helping expand Transit Technologies' footprint in the public sector.
Key Responsibilities
- Manage full lifecycle of government contracts: drafting, reviewing, negotiating, executing, and administering agreements with federal, state, and local agencies, ensuring accuracy and regulatory compliance.
- Track contract milestones such as renewals, amendments, expirations, and obligations to proactively identify and mitigate risks.
- Lead and coordinate government RFP, RFI, and procurement response efforts, closely collaborating with Sales, Product, Finance, Legal, and executive teams to create competitive and compliant submissions.
- Serve as the internal expert on government procurement and contracting procedures.
- Oversee implementation, management, and ongoing enhancement of the CLM platform; develop standardized and efficient contracting workflows, approval processes, templates, clause libraries, and guidance materials.
- Identify and execute process improvements to increase contracting efficiency and reduce cycle times.
- Ensure adherence to government contracting regulations including FAR, DFARS, GSA, and relevant state/local procurement laws; stay informed of regulatory changes and advise stakeholders accordingly.
- Collaborate with Legal leadership to balance business growth with contractual risk mitigation.
- Forge and maintain strong partnerships across Legal, Sales, Finance, Product, Procurement, Customer Success, and executive leadership teams.
- Provide contracting training and enablement sessions for internal teams to promote policy compliance and best practices.
- Utilize approved AI tools to enhance productivity, contract quality, and workflows; critically assess AI outputs and continually seek automation opportunities that maintain compliance and quality.
Required Qualifications
- 4 to 6+ years’ experience negotiating SaaS, software, technology, and hardware contracts within government and commercial spheres.
- Proven expertise managing contracts with federal, state, and local government entities.
- Well-versed in government procurement processes and competitive RFP responses; experience with GSA schedules and Federal Supply Schedule (FSS) programs.
- Hands-on experience implementing or administrating Contract Lifecycle Management tools.
- Familiarity with Salesforce and modern contract technologies.
- Exceptional skills in contract drafting, negotiation, clear communication, and relationship management.
- Strong analytical abilities with keen attention to detail.
- Adept at balancing legal risk against business needs.
- Ability to handle multiple complex priorities effectively in a fast-paced, team-oriented environment.
Educational Requirements and Certifications
- Bachelor’s degree required.
- Juris Doctor (JD) or Paralegal certification is advantageous but not mandatory.
- Preferred certifications include NCMA Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), and CLM platform certification.
