Job description
Overview

The company is seeking a Commercial Head to oversee contract-related activities supporting maintenance work within the Maintenance Department. The role focuses on building scopes of work, preparing tender documentation, identifying suitable bidders, managing tendering activities, awarding contracts, and authorizing contractors to start work. The position is aimed at helping operational areas deliver strong maintenance performance.
Location: Jubail, Eastern, Saudi Arabia.
Responsibilities
- Prepare the scope of work for maintenance tasks that will be carried out by contractors during normal refinery operations.
- Create evaluation standards and produce preliminary cost estimates for contract packages.
- Organize and oversee the steps required to draft bidder instructions, run kickoff meetings with contractors, and review financial proposals after technical evaluation has been completed by the contract owner.
- Make sure company HSSEQ policies and programs are followed across the contracts handled in this role.
- Ensure that QA/QC expectations and KPIs are built into all maintenance contractor agreements.
Requirements
- A bachelor’s degree in engineering is required.
- At least 12 years of experience in contracting is needed.
- Strong command of written and spoken English.
- Working knowledge of SAP is required.
- Solid understanding of how to supervise and coordinate bidding processes for maintenance work.
- Good grasp of contract administration, budgeting, and cost control.
- Sound technical understanding of maintenance execution management.
- Good people-management understanding from a technical and operational perspective.
- Highly organized and proactive approach to work.
- Excellent communication abilities.
- Demonstrated leadership experience in large organizations.
- Ability to make sound decisions under pressure and solve problems effectively.
- Strategic mindset with openness to new ideas.
- Capability to deliver business outcomes in a multicultural environment.
