Job description
Overview
This Victorian Government opportunity is for a Business Analyst to support a focused piece of regulatory operations work connected to Certificate of Electrical Safety (COES) audit contracts. The assignment is expected to run for 2 to 3 months and is based in Melbourne CBD with a hybrid working arrangement.
The position is centred on understanding how the current COES contract management process works in practice, documenting it clearly, and creating a reliable picture of how work is allocated, managed, and completed across the team.
Rate: $600 per day plus superannuation.
What the role involves
- Map the full current-state COES contract management workflow from start to finish, covering certificate distribution, allocation of work, audit delivery, data management, and final close-out.
- Prepare structured process documentation that clearly shows responsibilities, decision points, hand-offs, system touchpoints, and data movement.
- Work with stakeholders in Regulatory Operations and Electrical Installation Safety to collect detailed process information through workshops, interviews, and observation.
- Review and confirm process maps and supporting materials with subject matter experts to make sure the documented view is accurate and complete.
- Record differences in how work is actually performed, including team-to-team variations, informal methods, and dependencies between functions.
- Build a structured understanding of the resources needed to support both current and future COES contract delivery.
Required background
- Strong hands-on experience in process mapping and process documentation is essential.
- Proven business analysis experience in complex operational settings, especially where process mapping and documentation are central.
- Ability to capture end-to-end workflows in a clear format, including roles, responsibilities, decision points, systems, and data flows.
- Confidence in engaging stakeholders and subject matter experts through workshops and interviews.
- Capability to spot practical improvements such as removing duplication, easing bottlenecks, and improving efficiency and effectiveness.
