Role overview

The Business Analyst will partner with the Product Owner to support delivery of the portal and make sure the solution meets business needs. The role covers requirement clarification, process mapping, documentation, validation, user testing, training support, and ongoing product performance tracking.

Key responsibilities

  • Own the business requirements and the functional solution definition for the initiative.
  • Assess stakeholder needs and identify opportunities to improve existing ways of working.
  • Shape and deliver solutions such as process improvements, automation, digital tools, and system enhancements that drive efficiency and productivity gains.
  • Work closely with stakeholders to support rollout of new solutions and manage change so the solution is adopted smoothly.
  • Carry out end-to-end business analysis activities, including stakeholder identification, planning and monitoring, discovery, scope definition, business case development, requirements gathering, detailed analysis, and validation of the chosen solution.
  • Maintain ownership of the portal’s business logic and process design, including award lifecycle, case status movements, decision rules, notification triggers, and related entity relationships, and keep these artifacts updated after every engagement session.
  • Run weekly engagement sessions with policy and operational stakeholders, using the discussions to uncover business logic and underlying rationale before any solutioning is finalized.
  • Partner with the design lead so requirements are complete before screen design begins, and convert journey maps, flows, and screens into process notes, decision logic, acceptance criteria, and vendor-ready specifications.
  • Draft user stories based on user journeys with acceptance criteria that vendors can build and test against.
  • Operate within a vendor-led delivery model while retaining functional clarity so that vendors can make technical and non-functional decisions effectively.
  • Create end-user documents such as training manuals, user manuals, business process flows, and operating guides for technical systems or new standard operating procedures.
  • Handle conflicts, issues, and scope changes, and keep stakeholders and project team aligned on solution direction and expectations.
  • Lead system validation and user acceptance testing activities.
  • Review solution performance metrics and recommend improvements to further optimize business processes.
  • Support the preparation of technical design notes, specifications, and solution documentation.
  • Maintain project document repositories and assist with broader project documentation as needed.

Requirements

  • Bachelor’s degree is required.
  • A business analysis certification such as CCBA or CBAP, or an equivalent credential, will be considered a strong advantage.
  • Hands-on exposure to full project development life cycles.
  • Proven experience in business analysis, application solutioning, and solution design.
  • Ability to model business requirements using a business process modelling tool.
  • Capability to perform qualitative analysis, quantitative analysis, and root-cause analysis.
  • Strong facilitation skills for workshops and discussions to capture, manage, and prioritize business needs.
  • Ability to balance strategic thinking with detailed analysis of business challenges.
  • Knowledge of Agile practices, business process reengineering, CRM, data analytics, ERP, digital and mobile technologies, or knowledge management will be beneficial.
  • Understanding of Singapore government procurement and governance processes will be an added advantage.
  • Design thinking and workshop facilitation experience will also be useful.
