About the Role

Orlando Utilities Commission (OUC - The Reliable One) is seeking a dedicated Benefits & Wellness Manager to join their Employee Experience division. This key leadership role involves designing and managing employee benefits, wellness initiatives, retirement plans, and leave/accommodation processes. The successful candidate will ensure that programs remain compliant, competitive, fiscally responsible, and aligned with the organization's mission, while leading a proficient team delivering exceptional support to employees and retirees.

Key Responsibilities

  • Devise and implement a comprehensive benefits and wellness strategy that supports organizational objectives.
  • Oversee the design and administration of health, welfare, retirement, wellness, and leave programs ensuring regulatory compliance and prudent cost management.
  • Analyze market trends, claims data, and benchmarking reports to recommend improvements and future strategies.
  • Administer defined benefit, defined contribution, and cash balance retirement plans efficiently.
  • Manage Family and Medical Leave Act (FMLA), disability programs, and Americans with Disabilities Act (ADA) accommodations.
  • Utilize data analytics and HRIS systems to support reporting, open enrollment, and workflow enhancements.
  • Lead selection, management, and contract negotiations with external vendors and partners.
  • Oversee budgetary operations, ACA and state reporting, retiree drug subsidy coordination, nondiscrimination testing, and regulatory compliance.
  • Coach and develop a high-performing benefits team, fostering a culture committed to service excellence and continuous growth.
  • Act as a trusted advisor and collaborative partner with leadership and stakeholders.

Required Qualifications and Experience

  • Bachelor’s degree in Business Administration, Human Resources, or a related field from an accredited institution.
  • At least seven years of progressive experience in Human Resources or Benefits Management.
  • A minimum of five years directly involved in Benefits Administration and five years in formal management or supervisory roles.
  • Proven expertise in designing extensive health, retirement, wellness, and perks programs.
  • Experience with HRIS platforms, open enrollment processes, vendor management, negotiation, and performance metrics.
  • Expertise in ADA interactive processes, medical document evaluation, and disability/FMLA program management.
  • Preferred certifications include Certified Benefits Professional, SHRM-CP, SHRM-SCP, PHR, or SPHR.

Skills and Technical Expertise

  • Deep understanding of total rewards systems, benefits compliance, Section 125 cafeteria plans, and retirement plan administration.
  • Knowledge of wellness program development, preventive health, mental health support, and chronic disease management.
  • Strong analytical capabilities to interpret claims and actuarial data to guide strategic planning.
  • Comprehensive familiarity with FMLA, ERISA, HIPAA, ADA, COBRA, ACA, and related federal and state regulations.

Compensation and Benefits

  • Annual salary range of $128,340 to $160,425, based on experience.
