Role overview
This position focuses on analysing manpower data in a structured way to shape the Republic of Singapore Navy’s workforce strategies. The role supports policy formulation for Regulars, NSFs, and NSmen by building projections, identifying trends, and combining quantitative and qualitative insights to guide resourcing decisions across the organisation.
Key accountabilities
- Track and examine both internal and external HR developments that may affect manpower planning and policy work for Regulars, NSFs, and NSmen.
- Develop manpower forecasts and analytical studies for recruitment, retention, and training so resources can be allocated more effectively across the RSN.
- Review qualitative information alongside data trends to build a rounded understanding of the manpower environment.
- Collaborate with relevant stakeholders on manpower matters to help ensure future workforce structures remain supportable.
Role challenges
- Presenting technical and data-heavy findings in a clear, practical way for senior commanders and Naval Staff who may not be familiar with HR reporting terms.
- Managing wide-ranging stakeholder needs, deep analytical work, and a fast pace while coping with a heavy workload.
- Staying current with evolving HR practices and data science tools so manpower planning methods remain effective and up to date.
Candidate profile
The ideal candidate has a background in Data Analytics, Operational Research, Computer Science, Mathematics, Statistics, or a closely related discipline. A minimum of 6 years of experience in HR or an analysis-focused role is required. The role calls for strong use of analytics and visualisation tools, together with sharp problem-solving ability and the confidence to work across branches and with the wider SAF Manpower Plans Community.
