Traffic Management Specialist

Role Overview

The Traffic Management Specialist coordinates the transportation of Pre-positioned Global Prepositioned Material Services (GPMS) cargo to various international destinations utilizing air, land, and sea methods. This position requires adherence to all relevant international and federal transportation laws, Department of Defense directives, and industry regulations.

Key Responsibilities

• Inspect, validate documentation (DD Form 1149/1348-1), and process inbound and outbound cargo within the Defense Transportation System (DTS).
• Verify completeness and accuracy of cargo nomenclature, quantities, Transportation Control Numbers (TCN), Transportation Account Codes (TAC), consignor/consignee info, hazardous materials, and ITAR certifications.
• Assign appropriate freight classifications, commodity codes, determine optimal shipment modes, and manage transportation fund obligations.
• Prepare shipping documents, input data into systems such as CMOS/GATES, assign TCNs, generate labels, issue truck manifests, and maintain manifest logs.
• Operate automated systems to process transportation data accurately.
• Inspect hazardous materials for proper packaging, labeling, and documentation per AFMAN 24-604, 49 CFR, IATA, and IMDG standards.
• Receive and inspect freight and containers for discrepancies; file transportation discrepancy reports as needed.
• Provide asset tracking and real-time shipment visibility through platforms like IGC, RFID-ITV, GDSS2, and SMS.
• Manage shipping documents and movement requests for both international and domestic container and surface shipments from ports of embarkation to debarkation.
• Oversee Port Handling and Inland Transportation activities ensuring subcontractor adherence to the Statement of Work with documented compliance.
• Process Export Traffic Release Requests for sealift shipments via surface command booking systems.
• Coordinate customs clearances internationally, liaising with military and host country agencies for import/export processing.
• Arrange transport equipment with local carriers for containers and specialized shipments considering all dimensional and regulatory requirements.
• Physically handle loading/unloading of pallets, equipment, vehicles, containers, and assist with seaport vessel operations.
• Support Pallet and Net Managers and Wood Packaging Materials Custodians in inspection, accounting, certification, and record-keeping tasks.
• Assist Container Control Officers by performing monthly container inventories and reporting damages within 12 hours.
• Perform container inspections using DA2404 worksheets and update container movement records within 12 hours of activity.
• Use GATES and ICODES systems to manifest cargo and create aircraft load plans.
• Prepare and verify preload plans, hazardous material clearances, and other related air transport documentation.
• Certify joint cargo inspections, verify airworthiness, compute aircraft weight and balance, and ensure compliance with Air Transportability Test Load certifications.
• Load, secure, and unload cargo and passengers on aircraft, adhering to security protocols.
• Handle explosives safely and perform passenger check-in and manifesting including security checks.
• Conduct weighing procedures for cargo and vehicles to maintain safe transport limits.
• Implement and document quality, safety, training, and environmental programs.
• Maintain all technical orders, publications, and reports related to traffic management operations.
• Operate in office, warehouse, or outdoor environments as required.

Minimum Qualifications

• Proficiency with Windows OS and Microsoft Office applications including PowerPoint, Excel, and Word.
• Understanding of shipping and receiving processes with attention to detail in problem detection and reporting.
• Strong organizational skills and ability to progress effectively under tight schedules.
• Effective communication skills in writing and speaking, ensuring security for communications and computer systems.
• Knowledge of material handling equipment operations and hazards, with readiness to receive operational training.
• Valid driver's license from home country and capability to obtain host nation license.
• High School diploma or equivalent.
• At least three years’ experience in traffic management or air freight operations, or an associate degree in a related discipline.
• Experience in import/export logistics, freight handling, cargo shipping/receiving by multiple transport modes, data record management, container control, or customer service.
• Current or obtainable HAZMAT Certification as per AFMAN 24-604 standards.
• Eligibility to obtain necessary facility credentials (US citizenship required for this role).
• Capability to wear required personal protective equipment and physically perform all duties, including lifting up to 50 lbs.
• Willingness and ability to travel domestically and internationally.

Preferred Qualifications

• Experience with aircraft cargo loading/unloading, cargo restraint methods including palletizing on 463L pallets with nets, straps, chains, and related equipment.
• Certification and familiarity with AMC Airlift Load Planning and Joint Inspection process preferred.
