Job description

Job Overview

Lead supervision and management of tendering, implementation, and administration of contracts related to maintenance and operations. Collaborate closely with users to secure services and assets aligning with defined needs, ensuring favorable terms, optimal cost-efficiency, and compliance with legal requirements, policies, and established standards.

Key Duties and Responsibilities

  • Develop clear and precise Statements of Requirements to confirm technical suitability of scopes and specifications.
  • Review user needs, recommend ideal contracting strategies, and oversee timely preparation of annual acquisition plans.
  • Evaluate current contract practices for alignment with departmental and corporate objectives, focusing on value for money.
  • Collaborate with users during pre-tender phases, including market research and sourcing strategies, and assign resources for contract change requests.
  • Establish Service Level Agreements to streamline tender document preparation and accelerate awarding processes.
  • Advise on probable bidders and oversee pre-qualification alongside users to establish selection criteria subject to approvals.
  • Supervise tender evaluation procedures, contract award processes, and ensure alignment with company policy through thorough commercial and contract reviews.
  • Manage complete tendering activities including technical clarifications, offer evaluations, and finalizing technical and commercial reports.
  • Lead contract negotiations balancing pricing, In-Country Value (ICV), and quality considerations.
  • Coordinate award proposal preparation and secure required approvals; oversee issuance of Letters of Award and review of performance bonds and insurance certificates.
  • Ensure contract documents are accurate, comprehensive, and timely executed and disseminated.
  • Provide expert contract interpretation support during administration and closure phases.
  • Monitor post-contract amendments including variations and extensions; collaborate with users, finance, and legal for approvals.
  • Review and negotiate variation orders, ensuring compatibility with contract rates and securing necessary approvals.
  • Analyze and resolve contractor claims and disputes safeguarding company interests through structured meetings and fact-based negotiation.
  • Advise users to minimize contract variations and amendments to reduce administrative burdens.
  • Liaise with ADNOC for establishing category management frameworks and facilitate relevant work orders.
  • Undertake special projects as assigned by ADNOC Refining management or ADNOC Group Procurement.
  • Benchmark contracts practices against international and local organizations to identify improvements.

Education and Experience

  • Bachelor’s degree in engineering or equivalent field; additional qualifications in Business Administration or Legal studies are advantageous.
  • Minimum ten years’ experience across diverse contract development and management functions within oil, gas, or petrochemical industries, with at least four years in supervisory roles.

Skills and Competencies

  • Strong techno-commercial proficiency.
  • Comprehensive knowledge of commercial practices and legal contract aspects.
  • Proficient in relevant computer software applications.
  • Effective negotiation abilities.
  • Excellent command of both written and spoken English; Arabic knowledge is preferable.
