Overview
The Indianapolis Department of Public Works (DPW) strives to enhance the quality of life for residents by improving public infrastructure, including multi-modal connectivity, green spaces, and accessibility. DPW manages public infrastructure, solid waste, and the city's vehicle fleet, prioritizing effective customer service through a collaborative and compliant work environment.
Position Summary
This position oversees the operational maintenance within a designated district, managing all aspects including personnel, equipment, vehicles, materials, and budget. The role involves high-level decision-making with limited supervision, ensuring maintenance of streets and parks meets quality and cost-effectiveness standards. The superintendent has hiring and termination responsibilities and must exercise independent judgment to protect the city's reputation and minimize liabilities.
Key Responsibilities
- Lead and coordinate all operational and park maintenance activities, including resource management.
- Monitor staff productivity and handle resolution of complaints effectively.
- Ensure repairs, maintenance, and improvements are completed to quality craftsmanship at prudent costs.
- Oversee budget allocations and expenditures within the assigned district.
- Foster positive relationships with labor unions and city personnel.
- Promote a safe and efficient working environment for all team members.
- Ensure streets, sidewalks, and trailways are cleared promptly after weather events to maintain passability.
- Inform superiors and the public information officer of any issues that may impact the city’s image.
- Adhere strictly to city policies regarding hiring, assignments, and termination of personnel.
- Plan, schedule, and prioritize maintenance work and evaluate staff performance.
- Provide training, counseling, and implement disciplinary measures as needed.
- Maintain confidentiality and professionalism at all times.
Qualifications
- Bachelor’s degree in a related field plus five years of progressively responsible experience, including two years in a supervisory role; alternatively, nine years of combined relevant education and work experience are acceptable.
- Thorough knowledge of local, state, and federal regulations related to street and park maintenance.
- Experience in planning, directing, supervising, and reviewing maintenance work.
- Proficient in Microsoft Office Suite, including Word, Excel, and Outlook, with demonstrated office management skills.
- Ability to operate professionally under stress and resolve complex problems.
- Strong multitasking, prioritization, and independent work capabilities, alongside teamwork with diverse personalities.
- Adaptability to changing priorities and directions.
- Critical thinking and creativity in problem-solving with attention to detail.
- Excellent written and verbal communication skills.
- Valid driver’s license required.
Preferred Qualifications
A Bachelor’s degree in Business Management or Operations Management is preferred.

Working Conditions
This role combines office-based work with fieldwork at street and park locations. The superintendent must be prepared to work 12-hour shifts based on weather conditions, including emergency responses to weather-related events. Exposure to outdoor elements such as dirt, dust, odors, and varying weather is common.
Physical Requirements
- Predominantly seated at a desk with extended periods at a keyboard or workstation.
- Occasional lifting, carrying, pushing, or pulling of light objects weighing 5-10 pounds.
- Ability to perceive auditory and visual signals and communicate verbally.
