Job Overview
The QA/Compliance Superintendent role is responsible for ensuring the Safety Management System (SMS) remains current and that vessel operations adhere to Flag State regulations, legislation, and company policies. This role includes overseeing vessel security by monitoring security trends, intelligence, and compliance, while advising vessels on developing and implementing countermeasures.
Systems Management
- Deploy and maintain the NSQL Management System focused on continuous improvement aligned with marine and shipping industry standards and best practices.
- Implement and uphold the Company’s International Quality System Standards, managing policies and procedures for Quality and Environmental certifications such as ISO 9001, ISO 14001, and OHSAS 45001.
- Update the NSQL Integrated Management System (IMS) promptly using the SMS Update System and through the Management of Change process.
- Maintain the Company HSE monitoring framework ensuring all deadlines and requirements are met.
- Establish procedures to stay current on maritime regulations and legislation, analyzing their effect on company operations, and keeping a comprehensive Regulatory Compliance register.
- Coordinate timely re-issuance of updated SMS materials to make sure the fleet is fully informed of new company directives.
- Oversee the quality and efficiency of audits and their documentation.
- Supervise daily implementation of TAS, develop training plans, and monitor training efficacy.
- Manage TSMA audit submissions and responses, ensuring IMS complies with all Environmental Management System requirements.
Vessel Safety & Security
- Continuously track and assess vessel safety and security issues, advise vessels on compliance with safety protocols, monitor situations, and provide guidance for IMS implementation.
Emergency Response
- Create and maintain company-wide emergency response procedures and act as a key member of the crisis management team to ensure emergency response centers are fully operational and up-to-date.
- Organize and execute company emergency drills and exercises according to procedures to guarantee readiness for potential emergencies.
Monitoring, Audits and Compliance
- Perform internal audits for ISM, ISPS, MLC, cargo handling, and galley management on vessels under NSQL management, ensuring prompt resolution and closure of any observations or non-conformities.
Qualifications and Experience
- A Bachelor’s Degree in Marine Engineering or an equivalent qualification in maritime or shipping disciplines is required.
- A minimum of 8 years’ occupational health and safety experience is necessary, with at least 4 years in the oil and gas shipping sector.
- Extensive expertise in environmental management systems and conducting ISO, ISPS, TMSA, and HSSEQ audits is essential.
