Proposal Engineer

Role overview

We are seeking a Proposal Engineer to join a construction and contracting team in Jeddah. In this position, you will create technically strong and commercially competitive proposals, tender packages, and bid documents that help drive business development across infrastructure and construction assignments.

What you'll do

• Draft and coordinate both technical and commercial proposals for RFPs, RFQs, and ITBs.
• Analyze tender packs, drawings, and specifications to define the project scope accurately.
• Work closely with engineering, procurement, and project management teams to gather the inputs needed for proposals.
• Build BOQs, estimate costs, and prepare method statements.
• Deliver complete bids and proposals within required deadlines while maintaining quality.
• Keep company pre-qualification files, profiles, and records of previous projects organized and updated.
• Assist with business development activities and support client-facing presentations.

Requirements

• A bachelor's degree in Civil, Mechanical, or Electrical Engineering is required.
• 3 to 6 years of experience in proposals, tendering, or estimation in the construction or contracting sector.
• A solid grasp of project pricing and contract conditions is needed.
• Working knowledge of MS Office, especially Excel, Word, and PowerPoint; familiarity with AutoCAD is an advantage.
• Strong written and spoken English communication skills are essential.
• Candidates should already be based in Jeddah or prepared to relocate there.
