Property Maintenance Inspector

Position summary

The Property Maintenance Inspector is tasked with examining residential buildings, nonresidential buildings, and vacant lots across the City to verify compliance with City housing codes. The role involves regular interaction with colleagues in the Division and daily communication with residents, while contact with staff outside the Division is limited. This position reports to the Property Maintenance Supervisor.

Key duties

• Carry out routine inspections of occupied homes, commercial or other nonresidential properties, and vacant parcels.
• When assigned, inspect food service establishments to confirm they meet state health requirements; a current ServSafe certification or an accepted equivalent is required for this work.
• Document inspection findings, prepare reports, and notify property owners of code violations along with the time allowed to correct them.
• Return for follow-up inspections after the allotted correction period to verify that issues have been resolved.
• Initiate prosecution through District judges when violations remain unresolved.
• Track and summarize daily, weekly, and monthly activity, including the number of inspections completed, violations identified, and the status of corrective actions.
• Represent the City professionally while conducting inspections and interacting with the public.
• Look into complaints and appear in court proceedings when needed.
• Learn to operate the City’s computers, equipment, and software systems.
• Complete additional related duties as assigned.

Minimum qualifications

Applicants must have a high school diploma or equivalent. They must obtain ICC Property Maintenance Inspector Certification (#64) within six months after starting the role; not earning the certification within that timeframe is grounds for termination. A valid Pennsylvania Class C driver’s license with a clean driving record is required. Candidates should bring at least one year of experience working in the inspection area of the Codes Division and a minimum of two years of construction experience, or comparable certifications/coursework. Typing speed of 30 words per minute is required, and prior customer service experience is preferred.

Additional requirements

This role requires frequent contact with residents and regular interaction within the Division. The position also expects the ability to learn and use city computer systems and software.
