Overview
The role of Programmer supports the USAF engineering contract by managing planning, project programming, and related administrative tasks. The position primarily operates under the Air Force Contract Augmentation Program (AFCAP), located at Al Udeid Air Base, Doha, Qatar.
Key Responsibilities
- Perform planning and project programming aligned with AFCENT Business Rules for Integrated Priority List execution and DAFI 32-1020 regulations.
- Contribute to facility board activities through meeting participation, preparation of briefings, and conducting inspections.
- Maintain comprehensive documentation and approvals for project programming, coordinating with the real property accountable officer on determining project capitalization needs and preparing draft military real property transfer forms as appropriate.
- Assist in managing project data files containing requirements, justification, and environmental compliance within NexGen IT or designated databases.
- Continuously monitor and update project details, ensuring accuracy and removing duplicates, with prompt data entry for any changes.
- Draft DD Form 1391 documents adhering to program guidelines, covering justification, site impacts, funding, and environmental considerations, including preparation of environmental impact documentation.
- Compile pre-design contract packages to facilitate Government-executed external contracts.
- Support the development and upkeep of Installation Development Plans, District and Component plans in line with DAFI 32-1015 and integrated planning protocols.
- Deliver site planning support by documenting current conditions using the Comprehensive Planning Platform.
- Update planning datasets for the Installation GeoBase office ensuring data integrity across planning tools.
- Undertake other tasks as related to the job responsibilities.
Qualifications and Skills
- Bachelor's degree in Engineering from an ABET Accredited University.
- Minimum of five years’ experience in Air Force Civil Engineer Programming.
- Familiarity with principles of planning, project programming, and administrative functions.
- Completion of specified AFIT courses (WMGT 131, WMGT 141, WMGT 301, WMGT 423, WENG 200, WENG 400, WTSS 200) is mandatory post hiring.
- High school diploma or equivalent experience/training.
- Must be a United States National and hold or be eligible to obtain a Secret US Government Clearance (US citizenship required).
- Valid state or international driver's license and passport required.
- Proficient reading and writing skills in English.
- Excellent communication and interpersonal abilities.
- Demonstrated capacity to collaborate effectively within a diverse and dynamic team.
- Excellent problem-solving skills and sound judgment.
- Experience with overseas government contracting is advantageous.
