Job purpose
This position is responsible for putting Enova’s integrated management system policies and procedures into practice across assigned projects and geographies. The role focuses on carrying out inspections across health, safety, environment, energy, and quality; taking part in risk assessments and incident investigations; and ensuring that any gaps against relevant policies, standards, customer requirements, and guidelines are identified and reported accurately and on time.
The role also carries responsibility for protecting and improving workforce welfare and wellbeing across sites and accommodation. Acting as the primary link between site operations and the HSEQ team, the officer provides guidance and support in line with international standards, company requirements, and local regulations.
Key responsibilities
- Monitor adherence to IMS procedures, standards, customer requirements, and guidelines across Enova projects to support employee safety, quality performance, environmental care, energy compliance, and certification requirements for Facility Management and Asset Management.
- Help implement and maintain the company certification framework, including ISO 9001, 14001, 27001, 41001, 45001, and 50001, ensuring the required documentation and systems are available for effective HSEQ delivery.
- Support the upkeep of the HSEEQ system used within Enova and escalate issues or improvement opportunities to the line manager to help maintain effective system performance.
- Verify that work activities comply with the issued Permit to Work.
- Confirm that client expectations are clearly understood and that site compliance is consistently maintained.
- Prepare monthly site performance reports covering HSEQ requirements.
- Share site system updates, incident and accident information, and weekly HSEQ communications with site teams.
- Assist the line manager with techniques and analyses used to assess HSEQ risks and prevent non-compliance that could cause major losses.
- Ensure risk-control actions are implemented in a safe and sustainable way.
- Issue Stop Work Cards and raise non-conformities when Risk Assessments or Method Statements are not being followed on site.
- Review subcontractor risk assessments to ensure they are suitable for the specific work before activity begins.
- Help strengthen site-specific risk assessments and related controls.
- Inspect work sites and projects in the assigned area to identify unsafe conditions, unsafe practices, and non-compliance with applicable standards, customer requirements, and guidelines.
- Investigate incidents in the assigned area under the guidance of the HSE line manager and follow through on agreed corrective actions until closure.
- Support internal audits at site level, including audits conducted by Enova, clients, or external parties.
- Deliver first-day inductions and refresher inductions for all site employees.
- Stay current with IMS policies, procedures, standards, checklists, customer requirements, and guidelines, and help build awareness of these standards across the company.
- Assist in training delivery and awareness campaigns related to IMS policies, procedures, and guidelines, including preparation of supporting training materials.
- Ensure third-party training records are maintained on site in line with local regulations and company best practice, including records such as first aid, fire fighter, MEWP, scaffold inspector, and similar certifications.
- Build and maintain working relationships with authorities and support opportunities for service improvement.
- Coordinate with customers in the assigned area to understand their HSEQ expectations and ensure these are implemented.
- Coordinate, supervise, and inspect subcontractor activities, review documentation before work starts, ensure HSEQ compliance at the beginning of each task, and stop work when required.
- Follow departmental policies, procedures, SOPs, and instructions to ensure work is completed in a controlled and consistent manner.
- Identify outdated site procedures, processes, and formats, escalate them to head office, and support ongoing improvements to IMS documentation.
- Maintain complete site records and make them available for internal and external audits or inspections when requested.
- Ensure all relevant quality, health, safety, environmental, energy, asset management, facility management, and data management controls are followed to protect employees, deliver quality services, and maintain environmental compliance.
- Carry out any other related duties or tasks assigned by management.
Qualifications and experience
- Diploma in HSEQ or an equivalent qualification.
- Professional or training background such as NEBOSH IGC is preferred.
- 3 to 5 years of experience in an HSEQ-focused role.
- Experience investigating injuries and accidents.
- Experience conducting area safety inspections.
- Working knowledge of QMS standards, including ISO 9001, 14001, and 45001, along with audit processes.
- A valid UAE driving licence is required.
Additional information
This role is based in Dubai, United Arab Emirates, and is a full-time onsite position. The successful candidate will be expected to work closely with operational teams, customers, subcontractors, and authorities while helping maintain compliance across safety, quality, environmental, energy, and related management systems.
