About the Role

The Controls & Reporting Manager is a senior role responsible for independent governance within the Network Development & Maintenance department at Petromin Corporation. This position focuses on maintaining precise, decision-relevant controls and reporting for the Rabigh Special Project. The manager ensures transparent visibility of project timelines, costs, risks, and contractor performances to enable sound decision making by company leadership.

Key Responsibilities

  • Develop and oversee a comprehensive master programme covering all phases of the project including planning, early works, and execution.
  • Monitor project milestones regularly to identify delays and evaluate risks of recovery.
  • Critically review schedules from consultants and contractors for sound logic, credibility, and alignment with project goals.
  • Set up and manage cost tracking systems to promptly detect financial deviations and trends.
  • Maintain project risk, issues, and change logs adhering to governance policies.
  • Assess consultant and contractor performance relative to contracts and deadlines.
  • Escalate any performance concerns, risks, or delays to senior management with actionable recommendations.
  • Create executive-level dashboards, reports, and materials that support decision-making.
  • Guarantee the accuracy, traceability, and compliance of all reporting data with project documentation and governance standards.
  • Collaborate with architectural and infrastructure leads to ensure design and execution updates are incorporated into reports.
  • Implement and maintain standalone reporting infrastructures separate from enterprise resource planning systems.
  • Assist with other cross-functional organizational requirements as assigned by senior management.

Candidate Profile and Qualifications

Applicants should hold a Bachelor’s degree in Engineering, Construction Management, Project Controls or a related field. Having professional certifications such as PMP or PMI-SP is an advantage. Candidates must demonstrate 7-10 years of relevant experience in project controls or governance on large-scale, multi-stakeholder projects, ideally within owner-side or EPC contexts. Strong analytical skills, attention to detail, and a disciplined approach to governance are essential. Fluency in advanced English is mandatory, while proficiency in Arabic is preferred.
