About Jhpiego and the RISE Project

Jhpiego, affiliated with Johns Hopkins University, is a global non-profit organization with over five decades of experience working in 155 countries to reduce mortality among women and families. Jhpiego provides technical support to health ministries worldwide in areas including HIV/AIDS, maternal and newborn health, family planning, cervical cancer prevention, malaria, and infection prevention and control. In Eswatini, Jhpiego operates the RISE (Reaching Impact Saturation and Epidemic Control) project, funded by the U.S. Government, targeting improved health outcomes through integrated services focused on HIV/TB epidemic response, health security, and prevention of morbidity and mortality in maternal, newborn, child health, nutrition, tuberculosis, and malaria.

Role Overview

The Transport Officer will manage and coordinate vehicle allocation for Jhpiego staff, supervise the driver team, and oversee vehicle upkeep, fuel purchases, and operational safety. The role supports program activities by ensuring reliable transportation and maintaining vehicle compliance, working closely with the Transport Manager and Finance & Operations Director to enhance transport services.

Key Responsibilities

  • Manage daily vehicle use coordination aligned with staff schedules and program needs.
  • Collaborate with Program Officers to secure timely vehicle requests for planned activities.
  • Update Transport Manager regularly on vehicle maintenance, repairs, and service statuses.
  • Ensure strict adherence to Fuel Use SOP, including oversight of fuel vouchers and reconciliation reporting.
  • Supervise drivers’ compliance with Vehicle Use SOP, vehicle inspections, documentation, and roadworthiness requirements such as valid insurance.
  • Support procurement processes needed for transport operations, including insurance, maintenance, emergency repairs, and fuel replenishments.
  • Provide orientation and training for new drivers, assist in setting probationary goals, and recommend confirmations.
  • Prepare and share fuel payment summaries and maintain invoice tracking to ensure efficient voucher replenishment.
  • Mentor drivers on fuel reconciliation procedures, reviewing and approving related documentation timely.
  • Conduct thorough review and approval of vehicle maintenance requests within three days of submission.
  • Coordinate with garages and escalate delayed vehicle servicing to leadership promptly.
  • Conduct quarterly vehicle and accessory inspections and vendor safety checks for rental vehicles.
  • Manage vehicle handover assessments and documentation during acceptance, disposal, or transfers.
  • Organize quarterly driver refresher trainings covering defensive driving, fuel reconciliation, and use SOPs.
  • Process vehicle accident reports and maintenance emergencies, escalating issues as necessary.
  • Assist in route planning to optimize fuel budgeting.
  • Ensure legal compliance of vehicles and drivers with Eswatini road safety laws and documentation.
  • Report any misuse or policy violations related to organizational vehicles.
  • Drive project vehicles as needed in the absence of regular drivers.
  • Lead monthly drivers’ meetings and ensure vehicles are equipped with necessary tools per SOP.
  • Approve and coordinate taxi use for staff and review taxi invoices.
  • Analyze fleet management reports to identify violations and communicate findings to management.
  • Contribute regularly to updating transportation SOPs, tools, and guidelines.
  • Review travel expense reports, log sheets, and inspections weekly where possible, submitting to Transport Manager.
  • Perform additional assigned duties as required.

Qualifications and Skills

  • Diploma in Logistics, Transport Management, or related field; additional qualifications in Automobile or Mechanical Engineering preferred.
  • At least 5 to 6 years of supervisory experience in fleet management.
  • A valid driving license held for more than 4 years, including classes E & EFH.
  • Strong understanding of local transport laws, regulations, policies, and occupational safety standards.
  • Proficiency in supervisory techniques, staff training, and motivation.
  • Excellent ability to schedule, prioritize, and resolve daily transportation issues.
  • Effective oral and written communication skills in English.
  • Capability to build and maintain professional relationships with internal teams and external contacts.
  • Flexibility to work evenings, weekends, and public holidays as required.
  • Competence in planning and negotiation.
  • Good computer skills, including the Microsoft Office suite; familiarity with fleet management software is advantageous.
