Company Overview
This role is with a Class 1 Saudi heavy civil contractor, specializing in horizontal infrastructure projects such as roads, highways, earthworks, and utilities.
Role Summary
The Tendering Manager will oversee the entire tendering lifecycle—from prequalification through the preparation and submission of technical and commercial bids. The focus is on horizontal infrastructure and Operations & Maintenance (O&M) pipelines, targeting government and giga-project opportunities in Saudi Arabia.
Key Responsibilities
- Handle the full tender process including opportunity identification, prequalification, technical proposal creation, pricing, and submission through Etimad and other client portals.
- Develop and verify pricing rates based on current Saudi market data, collaborating with Procurement, Estimation, and Operations.
- Lead bidding strategies for major government and large-scale giga-project tenders throughout the Kingdom of Saudi Arabia.
- Coordinate with cross-functional teams such as engineering, procurement, quality, health, safety & environment (QHSE), legal, and finance to ensure submissions are compliant and competitive.
- Analyze competitor behavior, past awards, and market intelligence to guide pricing and winning strategies.
- Oversee the tender risk assessment and approval processes focusing on commercial terms and contractual risks prior to bid submission.
- Maintain and update a pipeline tracker for upcoming tenders covering EPC, asphalt, and FM/O&M areas.
- Provide leadership, mentorship, and management to tendering and estimation staff, strengthening capabilities to support a growing project portfolio.
Required Qualifications and Experience
- Between 8 to 15 years of experience in tendering or bid management, including at least 5 years within Saudi Arabia.
- Professional background in heavy civil construction, roads/infrastructure, or EPC contracting with preference towards horizontal infrastructure expertise.
- Proven success in leading tenders for major Saudi government clients and giga-projects.
- Hands-on familiarity with Etimad or similar Saudi electronic tendering platforms.
- Solid understanding of current Saudi construction market rates for accurate cost estimation and competitive bidding.
- Experience managing multidisciplinary bid teams including estimation, procurement, legal, and engineering functions.
- Open to all nationalities; Arabic proficiency and holding a transferable Saudi iqama are advantageous but not required.
- Additional advantage given to candidates with experience in both EPC and asphalt/O&M tender types.
