Job Location and Work Arrangement
This role is based in Los Angeles County, California, USA, with a hybrid work setup requiring attendance in office or field on Tuesdays and Wednesdays.
Position Overview
The Senior Project Controls Estimator will lead the consolidation of project scope and cost estimates for large projects ranging from $25 million to over $1 billion. They ensure adherence to governance processes and aid Project Managers in securing executive approvals during project lifecycles. The role also involves responding to regulatory and legal inquiries related to cost estimates and acting as an expert on estimation and aggregation methods, including risk and contingency applications.
Key Responsibilities
- Coordinate with teams including Project Management, Project Controls, Engineering, Finance, Law, and Regulatory bodies to plan, schedule, and oversee scope and cost aggregation processes at each project stage.
- Evaluate cost estimates against historical data for comparable projects, investigating variances with estimating teams.
- Manage documentation required for stage gate updates and regulatory submissions.
- Perform peer reviews on project cost aggregations with minimal supervision.
- Develop detailed cost estimates for new and expanded Transmission & Distribution Substations, major equipment replacements, protection upgrades, and new customer substations.
- Create scope take-offs derived from design specifications, scope of work, meeting minutes, and engineering drawings.
- Estimate materials and labor costs using established standards for direct and indirect expenses, applying tools like SCMT and InEight.
- Collaborate cross-functionally to review and obtain approvals for cost estimates.
- Conduct variance analyses on cost estimates throughout project phases, updating figures in response to change requests affecting scope, cost, and schedule.
- Conduct multiple peer reviews of cost estimates prepared by estimating team members to ensure accuracy and completeness across all cost elements and jurisdictional considerations.
Required Qualifications and Skills
- At least ten years of experience in the construction industry.
- Strong knowledge of civil engineering principles, best management practices, and construction methods.
- Proficiency with computer-aided design software such as AutoCAD and other relevant design or analytical tools.
- Ability to interpret engineering plans, schematics, and soil reports effectively.
- Capacity to envision final project grade and endpoint outcomes.
- In-depth understanding of materials, methods, safety regulations, and tools used in construction or building repairs.
- Strong problem-solving aptitude and attention to detail.
- Excellent oral and written communication proficiency.
- Balanced creativity and analytical skills for project management and estimation accuracy.
Education
A bachelor's degree in civil engineering is required.
