Senior Procurement Manager

Overview

The Senior Procurement Manager role is pivotal in steering procurement and contract administration for Project Management Consultancy (PMC) projects, ensuring compliance with client protocols, project schedules, budgets, and organizational guidelines to secure optimal value.

Core Responsibilities

• Design and execute tailored procurement strategies that align with project goals and client needs.
• Oversee the complete procurement lifecycle including vendor pre-qualification, tender issuance, bid assessment, negotiation, and awarding of contracts.
• Develop procurement plans, timelines, and necessary tender documents for consultants, contractors, suppliers, and service providers.
• Collaborate cross-functionally with technical, commercial, legal, and project management teams to ensure streamlined procurement processes.
• Ensure adherence to company procedures, contractual mandates, and regional laws throughout procurement activities.
• Administer RFQs, RFPs, ITTs, and clarify tenders as needed.
• Evaluate technical and commercial proposals jointly with key stakeholders and lead vendor negotiations to obtain favorable contract terms.
• Compile detailed tender evaluation reports and formulate award recommendations for client review.
• Support contract drafting, modification, and ongoing contract management.
• Foster relationships with approved vendors and suppliers, monitoring their performance and contractual obligations.
• Address procurement disputes and claims efficiently.
• Coordinate with project teams for timely delivery of resources and services.
• Align procurement execution with approved budgets and project timelines, identifying and mitigating associated risks.
• Analyze market dynamics, pricing trends, and vendor performance to maximize cost-efficiency.
• Contribute to value engineering and cost-reduction strategies.
• Generate regular procurement status and KPI reports for management oversight and ensure documentation accuracy.
• Promote ethical purchasing practices and transparency throughout the procurement cycle.
• Assist with internal and external audits as required.

Qualifications and Expertise

• Bachelor's degree in Engineering or Quantity Surveying is essential; advanced degrees or certifications such as CIPS, PMP, MRICS are advantageous.
• Over 15 years of substantive experience in procurement and contract management, particularly in PMC, mega projects, construction, hospitality, or large-scale development sectors.
• Client-side PMC experience is highly desirable, with familiarity in GCC or Saudi Arabian projects being a significant plus.
• In-depth understanding of procurement methodologies and contract governance including FIDIC standards.
• Strong negotiation acumen and commercial management capabilities.
• Capability to oversee multiple procurement packages concurrently.
• Excellent analytical, communication, and leadership proficiencies.
• Proficiency with ERP platforms and Microsoft Office suite.
• Resilience and ability to perform under pressure meeting strict project deadlines.

Key Stakeholder Coordination

• Engage regularly with client representatives, project management, commercial and contracts teams, consultants, contractors, suppliers, as well as legal and financial departments.

Industry Focus

• Experience with PMC projects, mega developments, hospitality, infrastructure, mixed-use developments, and government-related projects.
