Proposal Engineer - Thermal Power Plant

Role Overview

The Proposal Engineer will be responsible for handling technical aspects of tender evaluations, bid preparations, and supporting sales and business development in thermal power projects. The position involves detailed thermal design work and coordination across multiple teams to ensure project goals are met efficiently, with a focus on turbines and power generation equipment.

Key Responsibilities

• Analyze tender documents and prepare comprehensive technical bids, including compliance matrices highlighting deviations and necessary clarifications.
• Conduct initial thermal calculations, equipment sizing, and cycle heat balance for proposal development.
• Deliver precise technical information to inform competitive costing while maintaining system reliability and ease of maintenance.
• Serve as the primary technical contact for clients and consultants during proposal stages, participating in pre-bid and post-bid meetings to resolve issues.
• Assist sales and business development teams through technical discussions and presentations to clients.
• Execute detailed thermal designs for orders, covering cycle heat balances, steam path selections, extraction and bleed optimization, and define size parameters for turbine generator components.
• Create performance guarantee curves, operational envelopes, and part-load behavior profiles.
• Coordinate with detailed design, manufacturing, and commissioning teams to ensure alignment with design specifications.
• Handle engineering change requests related to thermal components during project execution.
• Formulate performance test procedures compliant with ASME PTC6 or equivalent standards.
• Specify instrumentation needs and select precise measurement tools for performance guarantee testing.
• Conduct site surveys and monitor unit conditions to verify readiness for performance guarantee tests.
• Identify and recommend corrective actions for deficiencies to prepare plant units for performance evaluation.
• Lead on-site performance acceptance testing for steam turbines and related auxiliaries at commissioning.
• Analyze test outcomes against contractual agreements and produce detailed performance test reports.
• Investigate deviations from guarantees and facilitate corrective measures, including root cause analysis.
• Maintain comprehensive knowledge of power plant operations and thermal performance software tools such as Ebsilon Pro, GateCycle, and ST PRO.

Skills and Expertise

• Strong understanding of thermal cycle design and turbine generator equipment.
• Experience with thermodynamic modeling and simulation software.
• Technical bid preparation and managing proposal compliance.
• Ability to perform thermal calculations and cycle heat balancing.
• Competence in developing performance test procedures and analyzing test data.
• Excellent coordination and communication skills for working with cross-functional teams and clients.
• Knowledge of ASME PTC6 standards and instrumentation for performance testing.
