Role overview
The Monitoring and Evaluation Officer supports UNICEF’s programme work through specialist input in data collection, statistics, analysis, monitoring and evaluation, reporting, communications, partnership coordination, and the delivery of training to strengthen national and sub-national capacity in data gathering, monitoring, evaluation, and research. The role places strong emphasis on involving primary stakeholders in these processes.
Key expected outcomes
- Prepare and maintain an Integrated Monitoring, Evaluation and Research Plan that sets clear priorities and a practical schedule for M&E work.
- Track and measure changes linked to programmes or policies in a timely manner, working with relevant partners and sharing findings with the Country Office and national counterparts to support planning, assess programme and policy impact, and report progress.
- Contribute to major monitoring activities in the country, including DHS implementation and analysis of national household survey data.
- Design and deliver evaluations that meet quality standards, and ensure findings, recommendations, and reports are communicated effectively and used to strengthen programme performance.
- Build the M&E skills of Country Office staff and national partners so they can take a more active leadership role in monitoring and evaluation processes.
- Coordinate planning and communication for research, monitoring, and evaluation activities across the Country Office, Regional Office, national partners, the UN Country Team, and other stakeholders, and share results to encourage joint action.
Education
A university degree in social sciences, development planning, planning, evaluation, survey implementation, or advanced statistical research is required.
Work experience
The position calls for two years of relevant professional experience in programme development and implementation, with exposure to monitoring and evaluation work. Experience in a developing-country setting is expected. At least one example of involvement in emergency programming, including preparedness planning, is needed, and direct participation in humanitarian crisis response is preferred.
Language requirements
Fluency in English and another UN language is required. Additional languages are considered an advantage.

NETI programme remarks
This role sits within UNICEF’s New and Emerging Talent Initiative (NETI), which serves as an entry route for dynamic professionals seeking an international UNICEF career. In addition to the role-specific qualifications, applicants must have an advanced university degree at the time of application, proficiency in English and another official UN language, readiness to serve in any UNICEF office worldwide including hardship duty stations, and the relevant amount of experience depending on grade level: at least 2 years for P-2 posts and at least 5 years for P-3 posts. Relevant experience should include work in developing countries and multicultural settings.
