Job Overview
This leadership role entails overseeing the planning, development, and continual optimization of public bus scheduling systems alongside transportation information frameworks to guarantee efficient service provision, harmonization across various transport modes, and alignment with passenger demand. The role involves managing operational databases, GIS data, and state-of-the-art scheduling technologies to maintain accuracy, punctuality, and progressive enhancement in public transport services.
Key Responsibilities
- Direct comprehensive planning, governance, and execution of updates to bus services, ensuring changes to schedules, frequencies, routes, and service levels are data-driven, coordinated with resource availability, proactively communicated, and aligned with strategic priorities of the Roads and Transport Authority (RTA).
- Ensure achievement of established Key Performance Indicators (KPIs) by effective planning, monitoring, and continuous improvement initiatives focused on elevating bus service performance to meet RTA strategic objectives.
- Drive transformational plans using Artificial Intelligence and advanced analytics to boost overall system reliability, enable predictive operations, support informed decision-making, and enhance service delivery.
- Identify requirements for advanced scheduling tools, digital platforms, and analytical programs to strengthen service planning and integration with other modes.
- Coordinate schedules with other transport systems including metro, tram, and marine transit to support multimodal integration goals.
- Monitor and analyze customer feedback to enable timely responses, immediate actions, and long-term solutions to elevate service quality.
- Utilize operational data as a strategic resource to improve system reliability, conduct performance analysis, implement predictive analytics, and ensure adherence to policies, security, and data management standards.
- Manage preparation and programming of schedules across all operational days and lines, including metro feeders, intercity, and commercial routes, ensuring optimal deployment of resources.
- Oversee the accurate export of operational data to supporting systems such as Journey Planner, Automated Fare Collection (AFC), and Automatic Vehicle Monitoring (AVM), ensuring correctness within agreed timelines.
- Maintain and enhance electronic scheduling systems with integrated GIS-based mapping for routes and stops.
- Lead continuous advancements in scheduling methodologies and information systems to improve service dependability and responsiveness.
- Enhance governance, automation, and system integration across scheduling platforms.
- Champion the adoption of emerging technological solutions in scheduling, data analytics, and passenger information systems.
Qualifications and Experience
- Bachelor's or Master's degree in Industrial Engineering, Transport Planning, or Data Analytics.
- Minimum of 12 years' experience if holding a Master's degree; or at least 14 years’ experience with a Bachelor's degree in relevant disciplines.
- Proficient in fleet operations management, public transport planning and policies, transport network and route design, and transportation operations management.
