HSEQ Officer

Job Overview

The HSEQ Officer is responsible for enforcing Integrated Management System (IMS) policies and procedures across Enova's projects by conducting inspections on health, safety, environment, energy, and quality within the designated geography. This role involves participating in risk assessments and incident investigations to identify and report non-compliance promptly, ensuring workforce welfare and wellbeing on sites and accommodations. The officer acts as the primary liaison between site operations and the HSEQ department, providing support according to local regulations, international standards, and company policies.

Key Duties and Responsibilities

• Maintain adherence to IMS procedures, standards, client requirements, and environmental, energy, facility, and asset management certifications across all Enova projects to guarantee health, safety, quality, and environmental stewardship.
• Support implementation of company accreditation systems such as ISO 9001, 14001, 27001, 41001, 45001, and 50001 ensuring proper documentation and systems are operational for efficient HSEQ management.
• Assist in deployment and maintenance of the HSEEQ system, reporting performance issues or improvement opportunities to management.
• Ensure all activities comply with permits to work and client requirements are identified and consistently met on site.
• Prepare monthly HSEQ performance reports for each site and communicate system updates, incidents, accidents, and weekly HSEQ information to site staff.
• Support risk assessments and analyses to identify hazards and implement controls that prevent non-compliance and mitigate risks.
• Raise non-conformities and Stop Work Cards if conditions breach risk assessments or method statements.
• Review subcontractors’ risk assessments before work commencement and help enhance site-specific risk assessments.
• Conduct site inspections to identify unsafe conditions and practices, ensuring compliance with standards and client expectations.
• Investigate incidents in collaboration with HSE management and ensure timely resolution through follow-up actions.
• Support internal audits (company, client, or external) and ensure all employees receive site inductions and refresher training.
• Stay updated on IMS policies, procedures, guidelines, and customer standards to foster awareness and compliance across the company.
• Assist in developing and delivering training materials related to IMS policies and promote awareness of relevant standards.
• Maintain third-party training records such as First Aid, firefighting, MEWP licenses, scaffold inspections, adhering to regulations and best practices.
• Build relationships with regulatory authorities and identify avenues for service enhancements.
• Coordinate with customers in the area to understand and implement their HSEQ requirements and standards.
• Manage and inspect subcontractor activities, verify documentation before work starts, ensure compliance with HSEQ standards during operations, and stop work if necessary.
• Follow departmental policies and SOPs to maintain consistent and controlled work practices.
• Identify outdated procedures and documentation onsite, communicate improvements to head office, and support continuous IMS documentation refinement.
• Ensure all records are accurately maintained and available for audits or inspections.
• Comply with quality, health, safety, environmental, energy, asset management, and data management procedures to ensure safety and compliance.
• Perform additional related tasks as assigned.

Qualifications and Experience

• Diploma in Health, Safety, Environment, and Quality (HSEQ) or equivalent qualification.
• Preferably holds professional certification such as NEBOSH International General Certificate.
• Required to have the Abu Dhabi Occupational Safety and Health (ADOSH) Certification.
• 3-5 years of practical experience working in HSEQ environments.
• Experience in injury and accident investigations and conducting safety inspections.
• Familiar with Quality Management Systems such as ISO 9001, 14001, and 45001 and auditing processes.
• Possession of a valid UAE driving license.
