Job description
Position Overview
The Construction Project Manager is tasked with the comprehensive planning, orchestration, and delivery of municipal capital improvement projects from initial concept through to project closeout. This role is responsible for managing project budgets, overseeing procurement processes, supervising consultants and contractors, handling construction documentation, administering grants, and resolving any construction-related challenges to ensure projects are completed safely, punctually, within budget, and aligned with all governing regulations.
The Manager acts as the chief point of coordination among City departments, consultants, contractors, regulatory bodies, utility providers, and the community. Note that this role requires presence onsite and does not support regular remote work arrangements.
Experience and Educational Background
- A minimum of a High School Diploma or GED is essential; however, a Bachelor’s degree in Construction Management or an Engineering field is preferred.
- An equivalent blend of experience and educational background will also be considered.
- Possession of a valid Colorado Driver’s License or the ability to obtain one within six months of employment is required.
- Successful candidates must clear a background check and motor vehicle record review satisfactory to the City of Rifle.
- Experience should include familiarity with municipal infrastructure systems such as streets, water, wastewater, stormwater, parks, and public facilities.
- Proficiency with GIS tools, construction management platforms, scheduling software, and Microsoft Office suite is expected.
- Applicants need at least five years of project management experience with increasing levels of responsibility or an equivalent combination of education and practical experience that enables fulfillment of job duties effectively.

The salary range for this position is between $91,123 and $100,463 per year, dependent on qualifications and experience.
