About the Role

Penspen is seeking an experienced Construction Engineer specializing in Electrical and Instrumentation (E&I) to work on an offshore PMC project in Abu Dhabi. This role requires active engagement throughout the fabrication, installation, hook-up, testing, pre-commissioning, and commissioning stages of offshore oil and gas facilities.

Key Responsibilities

  • Provide comprehensive support for offshore oil & gas projects across all construction phases including fabrication, offshore installation, and commissioning.
  • Ensure all E&I construction tasks are performed safely, efficiently, and adhere strictly to project specifications, international standards, and quality requirements within the scheduled timelines.
  • Conduct detailed reviews of E&I construction documentation such as drawings, wiring diagrams, cable schedules, loop diagrams, hook-up drawings, and installation details.
  • Develop and evaluate construction work packages, method statements, installation procedures, and execution plans tailored to project needs.
  • Coordinate all E&I construction activities across fabrication yards, offshore sites, and commissioning phases, ensuring seamless integration.
  • Track construction progress actively, identifying potential schedule risks and implementing preventive or corrective measures.
  • Verify installation activities including cable tray setup, conduits, cable pulling, glanding, termination, and testing procedures.
  • Facilitate energization and the handover of electrical systems to operating teams.
  • Review engineering deliverables with a focus on constructability and installation practicality.
  • Address and resolve site technical queries while coordinating engineering clarifications promptly.
  • Manage Mechanical Completion (MC) and system handover activities effectively.
  • Participate in commissioning inspections and ensure timely resolution of punch-list items.
  • Serve as a liaison among engineering, procurement, construction, commissioning, operations, and client teams to ensure project alignment.
  • Engage in progress review and construction coordination meetings to promote transparency and timely updates.
  • Monitor subcontractor performance and productivity to maintain project standards.
  • Prepare and submit detailed technical reports, progress summaries, and construction status updates.

Required Qualifications and Experience

  • Bachelor's degree in Electrical Engineering, Instrumentation Engineering, Electronics Engineering, or a closely related field from an accredited institution.
  • A minimum of 10 years’ professional experience with at least 5 years in offshore project environments.
  • Demonstrated track record in E&I construction activities, particularly within oil and gas sectors.
  • Experience working with PMC or EPC organizations is preferred.
  • Previous experience on ADNOC offshore projects is considered a strong advantage.
