Job Overview
We are looking for a seasoned Business Development Manager specialized in HR manpower supply to be based in Dammam, Saudi Arabia. This role aims to spearhead the expansion of our manpower outsourcing and workforce solutions across the Kingdom. The incumbent will focus on driving business growth by securing manpower contracts, nurturing key client relationships, leading tender processes, and establishing long-term partnerships across major industrial and service sectors in Saudi Arabia.
Key Responsibilities
- Design and implement strategies to expand our manpower supply operations throughout Saudi Arabia.
- Identify and close new outsourcing and staffing business deals with Tier-1 clients.
- Develop and sustain robust relationships with clients in sectors including Oil & Gas, Utilities, Petrochemical, Industrial, Mining, and Healthcare.
- Oversee the tender lifecycle: reviewing RFPs, preparing proposals, strategizing pricing, negotiating terms, and finalizing contracts.
- Manage important client accounts, handle contract renewals, and foster business growth through relationship development.
- Collaborate with recruitment and operational teams to guarantee efficient workforce deployment and successful project outcomes.
- Keep track of market dynamics, upcoming tenders, competitor actions, and identify new business prospects.
- Forge strategic alliances with clients, recruitment agencies, and industry stakeholders.
- Represent the company at client meetings, networking sessions, and industry conferences.
Candidate Requirements
- Possess a Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
- Have between 7 and 12 years of experience in HR manpower supply, workforce outsourcing, or staffing sectors.
- Demonstrable success in business development, tender management, contract negotiation, and client account stewardship.
- Deep knowledge of manpower supply agreements, pricing methodologies, workforce mobilization, and client needs.
- Prior experience at notable HR/manpower supply firms (e.g., NES or equivalents) is highly preferred.
- Established connections and network with Tier-1 clients within Saudi Arabia are advantageous.
- Experience serving clients in the Oil & Gas, Utilities, Petrochemical, Industrial, Mining, or Healthcare industries is favorable.
- Outstanding communication, negotiation, and client management capabilities.
- Proven aptitude for generating new business leads and meeting revenue goals.
- Fluency in both Arabic and English is compulsory.
- An MBA or Master’s degree will be considered an asset.
