Role Overview
We are looking for a seasoned Biosecurity Manager to drive biosecurity policies, disease prevention strategies, risk management of biological threats, and ensure regulatory compliance. This role requires governance of biosecurity policies, surveillance, emergency preparedness, risk evaluation, and close collaboration across various departments to effectively prevent, detect, and respond to biological risks throughout the organization.
Key Responsibilities
- Formulate and execute company-wide biosecurity strategies, policies, standards, and management frameworks meeting regulatory and organizational requirements.
- Oversee biosecurity initiatives across agriculture, livestock, aquaculture, labs, food production, research, and other relevant facilities.
- Collaborate with Veterinary, Agricultural, Aquaculture, Environmental Health, Quality, R&D, Operations, Regulatory, Sustainability, and Executive teams to enhance biosecurity.
- Establish and maintain protocols controlling access, sanitation, quarantine, movement of animals/plants, waste disposal, pest control, decontamination, and disease prevention.
- Perform biological risk assessments, audits, inspections, surveillance, hazard analysis, and vulnerability evaluations.
- Supervise disease monitoring, environmental checks, lab testing, outbreak investigations, and incident reporting.
- Develop and implement emergency response, outbreak containment, business continuity, and recovery plans.
- Ensure adherence to UAE biosecurity laws, veterinary and agricultural regulations, international standards, food safety, and internal governance.
- Coordinate with governmental bodies, regulators, labs, veterinarians, researchers, and external parties during inspections and emergencies.
- Provide biosecurity training, awareness sessions, emergency drills, competency assessments, and guidance for staff and contractors.
- Track KPIs such as compliance rates, audit results, disease occurrences, readiness, corrective actions, training impact, surveillance scope, and operational resilience.
- Conduct compliance reviews, root cause investigations, outbreak analyses, benchmarking, risk evaluations, and continual improvements.
- Manage biosecurity budgets, lab services, surveillance technologies, consultants, permits, and strategic risk mitigation projects.
- Lead digital transformation via AI disease surveillance, predictive models, IoT environmental monitoring, automated compliance, workflow automation, and business intelligence tools.
- Utilize systems including LIMS, GIS, SAP, Microsoft 365, Power BI, Tableau, environmental monitoring platforms, and incident management software to optimize biosecurity program effectiveness.
- Create executive dashboards, reports on biosecurity performance, surveillance, outbreak investigations, compliance reviews, risk assessments, and strategic insights for top leadership.
- Lead and mentor biosecurity specialists, veterinary staff, lab coordinators, compliance teams, fostering a culture committed to scientific rigor, vigilance, accountability, collaboration, and ongoing enhancement.
Qualifications & Experience
- Bachelor's degree in Veterinary Science, Animal Science, Agriculture, Biology, Microbiology, Environmental Science, Public Health, Biosecurity, Biotechnology, or related disciplines.
- Advanced qualifications such as a Master's degree in Biosecurity, Veterinary Public Health, Epidemiology, Environmental Health, Agriculture, MBA, or related fields are highly desirable.
- Relevant professional certifications: Biosecurity Management, HACCP, ISO Management Systems, Risk Management, PMP, or equivalents are preferred.
- At least 5 years' relevant experience in biosecurity, veterinary services, agriculture, aquaculture, food safety, labs, epidemiology, or environmental health.
- Minimum 2 years managing biosecurity programs, disease prevention, lab operations, regulatory compliance, or leading multidisciplinary teams is advantageous.
- Thorough knowledge of biosecurity concepts, disease prevention tactics, epidemiology, risk assessments, lab operations, emergency response, environmental monitoring, regulatory frameworks, and biological hazard control.
- Experience with tools such as Laboratory Information Management Systems (LIMS), Geographic Information Systems (GIS), SAP, Microsoft Office, Power BI, Tableau, environmental monitoring solutions, incident management, and biosecurity technologies.
- Familiarity with AI-driven surveillance platforms, predictive analytics, IoT for environmental monitoring, digital labs, automated compliance platforms, and advanced bioinformatics is a strong plus.
- Excellent leadership, communication, stakeholder engagement, analytical reasoning, crisis management, project oversight, budgeting, and problem-solving abilities.
- Capability to manage multiple biosecurity projects balancing compliance, biological risks, budgets, deadlines, and organizational goals.
- Comfortable working remotely with globally distributed operations, labs, researchers, regulators, veterinarians, executives, with occasional travel to facilities for inspections, audits, emergency response, training, and strategic meetings.
