Overview
The Assistant General Manager (AGM) for External Development is tasked with overseeing the planning, implementation, and delivery of all external infrastructure works on residential apartment projects using internal teams. The role focuses on ensuring that all external amenities and infrastructure elements surrounding the residential buildings are completed to top quality, safety, and aesthetic standards while adhering to the project timeline and budget constraints.
Key Responsibilities
- Lead and manage the full lifecycle of external development initiatives from initial concept to final handover.
- Develop comprehensive execution plans that align with the overall construction schedule.
- Ensure timely completion of all external development works to facilitate customer possession and project closure.
- Supervise the development of main entrance and exit areas, internal roads, boundary walls, footpaths, landscaping, parks, playgrounds, and outdoor facilities surrounding clubhouses.
- Manage infrastructure elements including storm water drainage, water supply and sewage, rainwater harvesting, electrical systems and lighting, utility corridors, and signage.
- Lead and guide in-house civil engineers, site engineers, supervisors, and skilled labor to maximize productivity and accountability.
- Optimize allocation of manpower, machinery, materials, and equipment while coordinating with procurement and stores for timely supply and material management.
- Uphold quality standards through regular site inspections and enforce safety compliance in accordance with statutory guidelines.
- Collaborate closely with architecture, structural, MEP, planning, QA/QC, safety, and project management teams to ensure seamless integration of external infrastructure with the overall residential development.
- Monitor project budgets, control costs, reduce material wastage, and improve overall resource efficiency.
- Regularly track project progress against milestones, prepare management information system reports, and communicate updates to senior leadership.
- Identify risks, address bottlenecks, and ensure projects are delivered within stipulated timeframes.
Candidate Profile
- Bachelor’s degree in Civil Engineering required; Master’s degree in Construction Management or Project Management is advantageous.
- 15 to 20 years of experience in residential real estate construction.
- At least 8 to 10 years of demonstrated expertise in managing external development for large apartment or township projects through in-house teams.
Technical Expertise
- Proficiency in external infrastructure and development of roads, pavements, landscaping, and hardscaping.
- Experience with drainage, utilities, water supply, sewerage systems, and external electrification.
- Strong skills in project planning, scheduling, cost management, quality control, and safety oversight.
