Opportunity Overview

We are looking for a seasoned Submissions Manager to join our Energy & Utilities Growth team. This critical role involves leading the production of persuasive, client-focused submissions in response to Expressions of Interest (EOIs), Requests for Tender (RFTs), and other bidding opportunities across Australia and New Zealand.

You will collaborate closely with Bid Managers, subject matter experts, and key stakeholders to ensure submissions are high-quality, compliant, and effectively showcase Downer's value proposition, supporting successful growth.

Key Responsibilities

• Lead the creation of compliant, compelling bid submissions, presentations, and new business materials.
• Conduct interviews and research to develop strong, evidence-backed responses.
• Formulate and embed winning themes throughout all submission content.
• Manage tender queries, client clarifications, and maintain submission documents.
• Coordinate thorough review processes ensuring quality through multiple review stages.
• Collaborate with graphic designers to produce visually engaging materials.
• Drive continuous improvement and contribute to best-practice bidding principles across the organization.

Candidate Profile

• At least five years of experience producing complex, high-value tenders and proposals, ideally within the Water sector.
• Deep understanding of bidding best practices and compliance protocols.
• Exceptional written and verbal communication skills with keen attention to detail.
• Proven ability to juggle multiple priorities and meet tight deadlines with high-quality output.
• Strong stakeholder engagement skills, capable of working collaboratively with technical and business leaders.
• Self-driven, proactive mindset and dedication to continual improvement.
• APMP accreditation or similar qualifications are highly desirable.
