University Hospitals Tees is recruiting a Senior Procurement Officer to enhance procurement efforts across its hospital network, which integrates North Tees and Hartlepool NHS Foundation Trust with South Tees Hospitals NHS Foundation Trust. This key position ensures the delivery of compliant, high-quality procurement services crucial to patient care across multiple facilities.
Key Responsibilities
The Senior Procurement Officer will spearhead complex, high-value procurement initiatives aligned with the Procurement Act 2023 and Trust Standing Financial Instructions. This role demands ensuring procurement practices achieve value for money, efficiency, and cost savings. Collaboration with clinical, operational, and corporate teams is essential to provide expert advice and uphold procurement consistency throughout the organization.
Responsibilities include complete management of procurement processes for diverse goods and services, from leading compliant procurement exercises under current legal frameworks to utilizing NHS-accredited procurement frameworks, conducting mini-competitions, direct awards, and overseeing tenders and quotations both above and below threshold levels.
Additional duties encompass drafting procurement strategies, developing tender and contract documents, establishing policies, maintaining accurate records for audit purposes, and managing contracts through strong stakeholder engagement, including finance, supply chain, and clinical partners to model costs focused on total cost of ownership.
Learning and Development
The post-holder will participate in a leadership and improvement training program designed to boost management skills and leadership effectiveness, covering topics such as 'Your Leadership Impact', 'Leading Your Team to Success', and 'Lean Practitioner Methodology'. The program aims to foster NHS leadership values and promote continuous service improvements.
