Job Purpose and Scope

  • Lead and actively participate to meet HSSEQ goals, objectives, and targets.
  • Ensure safe, timely, budget-compliant handover of projects to owners, delivering quality products that represent optimal value.
  • Provide leadership and management for Cost and Estimating activities across all project phases.
  • Oversee budget, cost estimating, progress tracking, and forecasting from EPC contractors, aligning with overall project goals.
  • Offer functional support to the Project Controls Manager, PMC, and Owner’s teams.

Principal Accountabilities

  • Manage office administration functions and facilities maintenance.
  • Support personnel administration and mobilization efforts.
  • Coordinate travel logistics including air tickets, accommodation, site lodging, and transportation.
  • Facilitate staff movements between headquarters, site, and home countries.
  • Organize vehicle scheduling, driver coordination, and transport plans.
  • Assist with emergency travel and rapid mobilization needs.
  • Control logistics spending within approved budgets.
  • Maintain administrative documentation, correspondence logs, and filing systems.
  • Support document controllers with transmittals, courier management, and archiving.
  • Handle incoming and outgoing official correspondence and packages.
  • Maintain confidentiality and regulate access to sensitive files.
  • Keep attendance, timesheets, and leave records for PMC personnel up to date.
  • Coordinate with project controls and HR for timesheet validation and payroll entries.
  • Monitor annual leave balances and assist with leave planning.
  • Send reminders regarding contract expirations and leave encashment policies.
  • Manage administrative vendors such as transport, catering, cleaning, and accommodation providers.
  • Support procurement activities including obtaining quotations, following up on purchase orders, and handling service contracts.
  • Monitor vendor performance and compliance with service level agreements.
  • Process administrative invoices for finance approval ensuring accuracy of documentation.
  • Track administrative and logistics costs accurately.
  • Maintain petty cash records if applicable.
  • Act as liaison for administrative coordination with clients and contractors.
  • Support logistics and arrangements for client audits, meetings, and site visits.
  • Ensure compliance with client administrative procedures and site regulations.
  • Adhere to company, client, and regulatory standards.
  • Assist with internal and external audits including HR, HSE, ISO, and client audits.
  • Keep administrative procedures and tracking documents up-to-date.
  • Provide regular administration status reports to PMC management.

Qualifications and Experience

  • Bachelor's degree in any field or equivalent qualification from an accredited institution.
  • Minimum of 10 years’ experience in administration or comparable roles within Oil & Gas or Petrochemical projects.
  • At least five years of experience working within the GCC region.
  • Required experience on ADNOC projects.
  • Mandatory offshore project experience.
