Recreation Manager

Overview

The City of Casper seeks a proactive and visionary Recreation Manager to lead and manage its diverse Recreation Division. This role involves directing multiple public recreation services such as museum operations, athletics, aquatics, outdoor recreation, and various community facilities. The position requires a blend of strategic leadership, operational management, community engagement, and innovation to enhance recreational opportunities for residents and visitors.

Key Responsibilities

• Provide direct supervisory leadership to staff across various recreation facilities including Fort Caspar Museum, Casper Recreation Center, Ice Arena, aquatic venues, Sports & Athletics, and Hogadon Basin Ski Area.
• Manage staffing activities by authorizing leave, approving payroll, hiring, conducting evaluations, training, maintaining workplace safety, and handling disciplinary actions.
• Oversee organization, operational activities, and special program management within the division.
• Participate in setting goals, policies, and priorities; assess resources; establish work procedures for division teams.
• Coordinate construction and renovation projects, overseeing budgets, contracting professional services, and recommending capital improvements.
• Administer operations and maintenance of recreation facilities, including programming, scheduling, public use management, and rental agreements.
• Prepare, propose, and manage operational and capital budgets aligned with cost recovery targets, and explore new funding and revenue sources.
• Develop and implement capital projects, formulating plans and allocating resources.
• Compile and present reports, business plans, grant applications, and documents to senior leadership and advisory boards.
• Maintain awareness of emerging trends and community needs in recreation planning.
• Serve as a city representative, ensuring professional and courteous public interactions.
• Perform additional related duties as required.

Qualifications and Experience

• High school diploma or G.E.D. required; Bachelor's degree in recreation, park administration, or related field preferred.
• Minimum 2 years' supervisory experience.
• At least 3 years of progressive responsibility in recreation program management or municipal recreation system operation, maintenance, or construction.
• Valid Wyoming driver's license preferred; ability to obtain Certified Parks and Recreation Professional or Executive designation within a year of hire.

Knowledge, Skills, and Abilities

• Knowledge of recreation and museum management trends, applicable laws and regulations, and operational procedures.
• Expertise in organizational management, budget preparation and control, grant writing, and contract negotiation.
• Proficient in leadership, personnel development, communication, public speaking, project management, and customer service.
• Ability to analyze problems, make decisions under pressure, develop policies, and maintain effective relationships.
• Skilled in technical writing, data analysis, and use of modern office software and equipment.

Additional Information

This position requires the ability to perform a variety of physical activities such as standing, walking, sitting, typing, driving, and occasional lifting. Some exposure to traumatic events and work at remote sites is possible. The role mainly involves indoor work with potential for after-hours program management. Employment is contingent upon successful background checks, drug testing, and compliance with city policies including safety rules and direct deposit payroll.
