Job Description

This role requires performing advanced accounting and administrative tasks to maintain precise fiscal records and reports, which demand initiative and independent judgment. The work is conducted with minimal supervision and is evaluated against division goals and policies to ensure desired outcomes are met.

Key Responsibilities

  • Manage and coordinate record retention to comply with local, state, and federal regulations.
  • Oversee vendor contracts and internal purchasing processes ensuring adherence to County rules.
  • Supervise financial activities daily carried out by office staff and on-call professionals.
  • Train employees consistently on financial duties following established policies and procedures.
  • Prepare, review, and authorize purchasing documents including credit cards, delivery orders, invoices, contracts, and change orders.
  • Process travel requests and reimbursements within the division.
  • Maintain compliance for Travel Purchasing Card documentation according to departmental guidelines.
  • Serve as liaison between the office and external agencies or organizations.
  • Manage files and statistical reports related to office operations.
  • Track all expenditures for the Office of Emergency Management and administer budget transfers within the division.
  • Ensure accuracy and balance of all grant budgets.
  • Verify purchases, equipment receipts, billing, and financial data accuracy.
  • Evaluate and analyze programs, projects, and operational procedures.
  • Prepare the annual Operations and Management (O&M) budget for the Office of Emergency Management.
  • Administer contracts including compliance, invoicing, payments, and resolving related issues.
  • Review contractor proposals and financial submissions for correctness.
  • Alert management to any irregularities related to contract compliance or financial data.
  • Support planning, documentation, testing, customer service, and project management for current and future information system projects.

Minimum Qualifications

A bachelor’s degree in Business Administration, Public Administration, Computer Science, or a related field from an accredited institution and at least one year of program management experience. Equivalent work experience may be substituted on a year-for-year basis in lieu of a degree.

Preferred Qualifications

  • Experience with Advantage accounting software.
  • Familiarity with Public Assistance Grants.
  • Emergency Management coursework and related experience.

Compensation and Benefits

The position is exempt with a pay grade ranging from $25.00 to $39.98 per hour, based on education and experience. Benefits include:
