Procurement Specialist

Position Overview

This contractual role at RICEFW Technologies Inc is centered on managing procurement activities within the Information Technology domain for a State Government agency based in Mississippi. The specialist will be responsible for overseeing the adherence to procurement protocols, ensuring timely execution of contract management, and leading acquisition efforts for goods, services, and technical personnel in alignment with state laws and ITS procurement guidelines.

Core Responsibilities

• Manage contract activities related to IT procurement promptly alongside internal teams and external stakeholders.
• Provide direction and control over procurement projects.
• Conduct product, service, and technical staff acquisitions compliant with State and ITS regulations.
• Research and assess products to meet required solutions.
• Develop Requests for Proposals (RFPs) and other solicitation documents as per procurement policies.
• Evaluate and score proposals, bids, and quotations effectively.
• Analyze data to identify optimal goods and services fitting agency needs.
• Collaborate closely with ITS for leadership and oversight on IT initiatives.
• Maintain clear communication channels with internal users and external vendors, including potential contractors.

Candidate Qualifications

• Over 10 years of experience documenting and communicating business requirements and user stories.
• Proven track record of defining business processes, workflows, and managing project teams across multiple assignments.
• Extensive background as a Business Analyst and/or Project Manager, especially within State Government settings.
• Demonstrated expertise in developing solicitation documents for IT software and services procurement.

Preferred Credential

Possession of the Certified Mississippi Purchasing Agent Certification (CMPA) is advantageous.
