Manager, Facilities Management (Civil & Structural)

Overview

Jurong Port is Singapore's premier multi-purpose port handling bulk, break-bulk, and containerized cargo, with extensive operations locally and overseas. In 2016, it managed close to 35 million tons of cargo and 560,000 TEUs of containers across its terminals. The port operates an integrated facility including Tuas Offshore Marine Centre and Lighter Terminals at Penjuru and Marina South.

Role Summary

The Manager, Facilities Management (Civil & Structural) is responsible for planning and overseeing maintenance programs and ad hoc repairs for the port's civil and structural infrastructure. This role involves assessing infrastructure condition, recommending new maintenance techniques or technologies, and supervising contractors' adherence to the Operational Maintenance Manual.

Key Duties

• Develop and schedule maintenance regimens for civil and structural facilities at Jurong Port.
• Evaluate infrastructure components to determine condition and maintenance needs, focusing on operational impact.
• Review historical maintenance data to suggest improvements or innovative solutions for repair and upkeep.
• Supervise and audit contractors to ensure compliance with established maintenance standards.
• Allocate resources effectively to ensure timely completion of maintenance activities by appointed vendors.
• Lead and coordinate the Facilities Management team and external contractors during maintenance execution.
• Analyze operational challenges and provide technical guidance to both FM team and contractors.
• Manage projects exceeding $5 million, including preparation of Board papers, presentations, purchase requests, specification writing, vendor evaluation, and procurement system management.
• Contribute to water grid demand planning and provision for current and future infrastructural needs.
• Oversee budget planning and control for repairs, maintenance, and upgrades of civil and structural premises.
• Design procurement strategies, particularly in collaboration with Integrated Facility Management companies; prepare and review tender documentation and specifications.
• Promote sustainable practices and lead green initiatives in maintenance operations, including energy conservation and waste management programs.

Candidate Profile

• Bachelor’s degree in Engineering (Mechanical or Civil) or Facilities Management.
• Certification as Senior Fire Safety Manager or Fire Safety Manager is advantageous.
• At least 5-8 years of relevant experience, including managing projects worth $10 million or more.
• Familiarity with Greenmark certification and sustainability project management is a plus.
• Strong service orientation, self-motivation, and resilience under pressure.
